Research On The Optimization Of Government Behavior In The Development Of Rural Tourism

In recent years,rural tourism in China has gradually developed into a new industry that can expand agricultural functions,explore rural values,and innovate traditional tourism forms.It is an important starting point to solve agriculture and rural modernization,urban and rural integrated development,targeted poverty alleviation in poor areas and other "three rural" issues.Developing rural tourism in our country,however,there is still small,not characteristics,form a single,brand effect is not strong,less culture creative product,the problem such as public infrastructure service ability,investigate its reason,behind it there is a market mechanism itself is unable to adjust themselves and overcome problems,requires local governments to make overall plans,correct guidance,reasonable regulation and policy support.This paper,along with the ideas of putting forward problems,analyzing problems and solving problems,through the investigation of the government behavior problems and their causes in the development of rural tourism in Haiyang,puts forward countermeasures and suggestions for the optimization of government behavior,aiming at transforming the development advantages and potential of rural tourism in Haiyang into development power and realizing the high-quality development of rural tourism in Haiyang.First of all,based on the existing rural tourism,government behavior and the relationship between the two,on the basis of the related research results to explore rural tourism,the government behavior,the connotation of these two concepts,summarizes the public product theory,macroeconomic regulation and control theory,new public service theory,as well as the three behavior research theory and the government in particular,to lay the theoretical foundation of this study.Secondly,starting from the situation of Haiyang,focusing on the development status of four representative rural tourism scenic spots,namely,Cong Ma Yuan,Bipa Island Film and Television Base,Lianli Island and Zhaohu Mountain National Forest Park,this paper analyzes the current situation of rural tourism development in Haiyang.At the same time,from the rural tourism development planning,rural tourism brand construction,cultural connotation mining,red cultural elements leading,festival activities and infrastructure construction,Haiyang city government in the development of rural tourism exploration and practice.Thirdly,through questionnaire survey,field survey,visit and discussion,this paper found that the local government of Haiyang has insufficient policy support in promoting the development of rural tourism,and there is an imbalance between regions.The construction of public service facilities lags behind;Supervision efficiency is not high;The development of tourism characteristics is not enough;Ignoring the problems of endogenous force mining in five aspects.At the same time,from the long-term trend is not enough,the overall planning is not enough,the government function positioning is not clear,the supervision system is not smooth,the causes of government behavior problems are deeply analyzed.Fourth,select the Chongqing Wansheng economic development zone,cool breeze village,Suzhou,Jiangsu province Wangshan village,Hebei Shijiazhuang deal beautiful rural tourism resort area,Chengdu,Sichuan province village four rural tourism such as the banner of the advanced type,examined the four local government to promote the development of rural tourism practice,summed up the four regional development rural tourism experience and enlightenment of government behavior.Finally,based on the actual development of rural tourism in Haiyang,this paper puts forward countermeasures and suggestions for the optimization of local government behavior by sticking to the problem orientation and "customization".To be specific,local government should make scientific planning,take measures according to local conditions and integrate development;Innovate the development mode,promote the characteristic development;Strengthen the implementation of rural tourism development plan;Improve the construction of public service facilities;We will strengthen infrastructure development in tourist attractions.
