Since the implementation of the "village officials" program for college students in2008,a number of outstanding grass-roots talents have been cultivated.It has contributed to the construction of a new countryside and targeted poverty alleviation,and also eased the employment pressure of college graduates to a certain extent.After more than ten years of development,the “village official” group of college students has received widespread attention and recognition from all walks of life,but it has also exposed the problem of insufficient incentive mechanism,which has led to the lack of enthusiasm for the work of college student “village officials”.Therefore,accelerating the construction of a sound incentive mechanism is of great significance to the role of college students as "village officials" and to serve the strategy of revitalizing rural talents.This article takes J City,Shandong Province as an example,focusing on the selection of college student village officials in Shandong Province in 2008 to the selection of college students "village officials" after the merger of the two elections in 2013,and the selection of outstanding college graduates to the grassroots level implemented in 2018.Changes in incentive measures at various stages of appointment and so on.Through literature analysis,it summarizes the policies and measures of J City at various stages since the acceptance of college student "village officials" in 2009,and understands the results and progress of domestic scholars on college student "village officials" policy research and the results of foreign civil servants’ incentive mechanism research.And the progress will provide a reference for the follow-up research on the incentive mechanism of “village officials” for college students.Through questionnaire survey method and personal interview method,the main survey objects are the former or current college students "village officials" in J City,and supplemented by the survey of the attitudes of some villagers,village officials,and recent college graduates towards college students "village officials",To make the analysis of the current situation of the incentive mechanism of college students "village officials" more comprehensive.Relying on the human nature hypothesis theory,ERG theory,expectation theory and other motivational theories,this paper summarizes and analyzes the current state of motivation of college students "village officials" in J City.It is found that there are problems such as unclear job incentives,poor training effects,single promotion form,insufficient performance of assessment,and imperfect incentive supporting measures.The root causes of the analysis problems are mainly in the following points: insufficient spiritual motivation;lack of challenge and creativity in the work;imperfect training mechanism;imperfect assessment and evaluation mechanism;insufficient policy linkage and guarantee.On this basis,relevant suggestions for improving the incentive mechanism are put forward: First,pay attention to spiritual incentives,and focus on the optimization of the relationship between college students “village officials” and personal growth and development;second,to improve the sense of work acquisition and accomplishment,by giving full work autonomy Measures such as encouraging college students’ “village officials” to participate in village-level affairs decision-making and other measures to enhance work security and sense of belonging,and enhance the sense of work accomplishment and happiness through timely rewards and emphasis on continued training;third,to improve the assessment system and make reasonable planning Assessment content and methods,scientifically match target performance and rewards,and timely fulfill performance rewards;fourth,to strengthen training and training,organize departments to strengthen the optimization of training mechanisms,and innovate training models in universities;fifth,to do a good job in policy linkage and guarantee,and set up special The management department of the company will do a good job in policy linkage at different stages and career planning of college students as "village officials",and broaden communication channels.
