On Digital Government

The concept of "data is resource" has been deeply rooted in the hearts of the people with the digital transformation of the entire community.Many countries have upgraded the construction of digital government to a national strategy,and reformed government institutions to adapt to the digital transformation of the government.As an important part of the "Digital China",digital government is an important driving force to promote the construction of "Digital China" and high-quality economic and social development.Digital government,as a new form of government,has important research value in both theoretical research and the practical construction.Because it is not only an important concept of state theory,but also an important starting point to realize the modern transformation of national governance.Digital government research is a research hotspot in the current academic circles,but there is no consensus on the issue of "what is digital government",which should be the theoretical cornerstone of a series of research on digital government.Therefore,a deep understanding of "digital government" is not only conducive to the standardization of theoretical research,but also helps to understand how digital government promotes the modern transformation of national governance.This paper selects the case of "Internet + Government Service" in Guizhou Province as the research object by adopting the case study,and abstracts the four elements of digital government: Data(D),Technology(T),Organization(O)and Institution(I).From the perspective of the one-way relationship between the four elements and digital government,data element is the resource of digital government,institution element is the foundation of digital government,organization element is the carrier of digital government,and technology element is the means of digital government.These four elements constitute the theoretical model of the four-dimensional structure of digital government--DTOI Model.In this model,institution element is the most fundamental guarantee for digital government,and the data element and technology element interact under the overall planning of the government elements,promoting the intelligent transformation of all aspects of the government.Data element,as a resource,also provides guidance on the level of thinking,namely,using data to assist governance.Technology element provides support conditions for the development and utilization of data resources,and also provides technical support and guarantee for the construction of virtual end of digital government.The overall planning of data and technology by government organizations determines the nature of the combination of the two,which is also a driving force compared with government organizations.The Institution element determines the development direction of data,technology and organization,and at the same time is affected by the other three factors.The development trend of smart government is a strong proof of the stability of the model.Through the analysis of the relationship between the four elements,based on the DTOI Model to further understanding of the connotation of digital government,finally come to research conclusions: digital government is a government of data and technology aided decision-making,data sharing,open cooperation,coexistence of cyberspace and physical space.
