Study On Improving The Capability Of Digital Public Service Of China

With the advent of the information age,the Internet has penetrated into all aspects of human life,and a digital society is gradually taking shape.The realization of digitalization of public services by the government has become an inevitable choice.In the "Government Work Report" in 2016,Premier Li Keqiang proposed to vigorously promote the implementation of "Internet + government services" and apply Internet technology to the public service process.The mode of public service innovation is the key work.It shows that China has included the provision of digital public services as a key project for the country to transform its functions.As a new service model,providing digital public services has an important role for the government in building a civilized,harmonious,fair,and efficient government image;improving government decision-making capabilities;reducing government management and office costs,and improving work efficiency.However,aiming at the shortcomings of traditional public services,we must fully use the innovative concept of digital public services to change the traditional concept of providing public services,use information technologies such as the Internet and big data to provide public services,and establish new digital public services that can advance with the times.The model to improve digital public service capabilities is a major challenge for our government.Although in recent years our country has made remarkable achievements in upgrading the capabilities of digital public services,there are still major problems in the process of building digital public services and we need to solve them.In this context,this article analyzes a large number of literature reviews.It first summarizes the concepts related to digital public service capabilities and the theoretical basis upon which they are based.It also summarizes the components of digital public service capabilities,and then uses the United Kingdom,the United States,and Singapore and China as examples illustrate the development of digital public service capabilities both at home and abroad,determine the value of upgrading digital public service capabilities,and then propose the problems of upgrading digital public service capabilities,and analyze the factors that affect digital public service capabilities.Finally,we will sum up the path to upgrade digital public service capabilities.
