Brazil Participates In Global Governance

Brazil is an important representative of emerging countries,and,even one of the developing countries that has a relatively earlier participation in the global governance.Actually,Brazil's performance in global governance is swinging and multifaceted,which has originated from the material factors,but mostly depends on its state identity,an immaterial factor.This paper attempts to clarify the specific elements that affect the construction or adjustment of state identity,and to explore clearly the interaction between the evolution of Brazil's state identity in the global governance system and its practices in the global governance.This article holds that the state identity is not only influenced by the international situation,the system structure and the interaction between countries in the system,but also is restricted by the domestic factors,such as national power,cultural concepts,etc..Moreover,there exists indeed an mutual construction between state identity and global governance practices,which has been also shown in case of Brazil.Brazil's state identity determines its national interest,and it furtherly affects Brazil's behavior preference,policy instruments and the choices of partners in the global governance.Meanwhile,Brazil's global governance practices have a significant reaction that leads to a new cycle of adjustment and reconstruction of Brazil's state identity.Besides,the historical contingency also plays an important role in reconstruction of the state identity.But Brazil's swinging and multifaceted practices in the global governance,have shown that,in a specific historical period,the state identity will highlight the role of certain elements,and then affect its behavior preference.To sum up,the state identity factor should be taken into account for a country's participation in the global governance,so that we can not only grasp the characteristics of other countries' international behavior more accurately and objectively,but also facilitate us to find the points of cooperation with other countries and achieve a wider range global governance cooperation network.
