Emerging Countries Participate In Global Governance

The outbreak of the financial crisis in 2008 and the emergence of other global issues not only exposed the problems of the current international political and economic order and global governance mechanisms,but also provided opportunities for emerging countries to promote global governance reform and world power transfer.Achieving their own strategic goals in the process of global governance transformation,while expanding the common ground with the interests of other members of the international community and closely cooperating in the field of global governance is one of the diplomatic priorities of emerging countries.This article starts with the rise,concepts and essentials of global governance,and gives a theoretical explanation of why and how to conduct global governance.Then it discusses and analyzes the current problems of global governance failure from the institutional level in the context of the rise of emerging countries and changes in the world pattern.The necessity of global governance reform and the opportunities of emerging countries are drawn.Based on the three major schools of international relations theory,three paths for emerging countries to participate in global governance are proposed.Based on a historical review of Brazil's rise and changes in its identity,combing its position and policy evolution in global governance,it proposes that serving domestic development,consolidating regional dominance and enhancing international influence are the three major goals of Brazil's participation in global governance.By focusing on Brazil's participation in global governance since the 21 st century,especially during the Lula government,Brazil's requirements,capabilities,roles and challenges in the United Nations reform,global economic governance,climate governance and cyber governance are highlighted.On this basis,the characteristics of Brazil's participation in global governance are summarized.Finally,this article also discusses the new trends of the Bolsonaro's government towards global governance.
