Research On The Problems And Countermeasures Of Volunteer Service Organizations Participating In Poverty Governance

Since the 18 th National Congress of the Communist Party of China(CPC),the CPC Central Committee has given priority to poverty alleviation in social governance.After eight years of dedication,nearly 100 million people have been lifted out of poverty,and the goals and tasks of poverty alleviation in the new era have been met as scheduled.In the practice of targeted poverty alleviation,we have built the "trinity" pattern of special poverty alleviation,industrial poverty alleviation and social poverty alleviation,and mobilized the whole society to participate in this endeavor.As an important player in social poverty alleviation programs,voluntary organizations are gradually emerging in targeted poverty alleviation because of their advantages of flexibility,pertinence and precision,and their ability to effectively solve problems which are challenging for the government to address.As absolute poverty has been eradicated,the achievements of poverty alleviation are consolidated and proceed to the comprehensively promoted rural revitalization period.With the diversification and upgrading of voluntary organizations’ engagement in poverty alleviation,voluntary organizations are bound to play a more important role in poverty management.R City,as the city with the heaviest poverty alleviation task in the eastern coastal area of S Province,has attached great importance to the role of voluntary organizations and other community services since the fight against poverty.Under the guidance of the government and spontaneous organization of its communities,R City’s voluntary organizations actively participated in the poverty alleviation by assisting students and the elderly,delivering voluntary poverty alleviation projects,and made contributions to winning the battle of poverty alleviation in R City.However,in practice,we should also acknowledge that voluntary service organizations have problems such as lack of funding sources and service methods,which seriously jeopardizes the enthusiasm of voluntary organizations in targeted poverty alleviation.This paper adopted the method of questionnaire investigation and interview to analyze the volunteer organizations in R City of their performance in the targeted poverty alleviation.In a bid to discover the problems existing in the practice of volunteer organizations in poverty alleviation,the author gained access to relevant literature at home and abroad,and applied collaborative governance method,feasibility study method,etc.In his solutions and countermeasures on how to address poverty issues more effectively with volunteer organizations in R City.Thus providing theoretical and practical reference for volunteer organizations nationwide in their endeavor of poverty alleviation.
