Research On The Path Of Co-construction, Co-governance And Sharing Of Social Governance In Zhongshan District Sub-district Offices In Dalian

With the rapid development of globalization,urbanization,informatization,and networking,society has ushered in profound changes,bringing new and huge challenges to the social management of various countries.The old system has been unable to meet the needs of social and economic development,and exploring new national management models has become an important issue for governments of all countries.In this wave of governance reforms,my country is also actively exploring.In the report of the 19th National Congress of the Communist Party of China,General Secretary Xi Jinping clearly proposed to 'create a social governance pattern of co-construction,co-governance and sharing',which pointed out the direction for the innovation and system improvement of social governance in the new era.Zhongshan District is the economic,financial,information and tourist center of Dalian.The special geographic location,diverse urban functions,and diverse population composition determine that Zhongshan District faces more complex social contradictions in grassroots social governance and bears greater governance pressure.Therefore,it is more necessary to scientifically integrate and mobilize resources across the entire region,and to do a good job in all aspects of economic development,urban construction,and people's livelihood.Sub-district offices,as the backbone of grassroots social governance.It shoulders the important task of connecting the government's functional departments and communities,and integrating resources to consolidate regional enterprises,social organizations,and residents.The current institutional reform of the city is still in a running-in period.At such a time node,it is time to think deeply about the due responsibilities and development path of urban street offices in‘creating a social governance pattern of co-construction,co-governance and sharing'.This article is divided into seven chapters.The first chapter introduces the background,significance,research ideas,research methods and innovations of the article research,and summarizes domestic and foreign literature.The second chapter,combined with domestic and foreign literature,clearly defined related concepts,and organized the theoretical basis of this article.Chapter 3 combines the "Trinity"co-construction model,"Hai Zhi Yun" shared town model,"3+X" comprehensive service model,"Yi Zhi Li" platform and other social governance brand projects.Summarize the results of joint construction,co-governance and shared social governance and sort out existing problems.Chapter 4,from the perspective of unsound mechanism and unbalanced powers and responsibilities;unscientific organization and low service efficiency;unimplemented policies and regulations,and inadequate guarantees;not advanced working methods and information asymmetry,etc.analysis.The fifth chapter is to study and learn from the centralization reform of the "Six Ones" street in Xuanwu District,Nanjing,the social governance model of "towns and villages whistle,departmentsregister" in Pinggu District,Beijing,the "HongMiao Model" in Xinjiekou Street,Nanjing,and Shanghai Advanced experience in grassroots social governance work such as the "Lin Li Hui"project in Xuhui District,Shanghai.The sixth chapter compares the results of the region with the experience of advanced regions,and proposes solutions to existing problems from the perspectives of improving mechanisms,optimizing functions,integrating resources,and innovative ideas.Explored a way of co-construction,co-governance and shared social governance innovation in the neighborhood offices in Zhongshan District.And the last chapteris the summary and prospect of the research conclusion.The article uses the Zhongshan District Sub-district Office in Dalian as the starting point for the research,summarize the joint construction and governance of Zhongshan District Sub-district Office to share the effectiveness of social governance.lt is pointed out that there are problems such as lack of law enforcement,lack of professionalism,lack of cohesion in resource integration,and lack of precision in services in terms of mechanism and system,organizational structure,basic guarantee,ideological understanding,and detailed design.It breaks through the deficiencies of existing research and belongs to practical innovation under the guidance of theory.The article draws on the advanced experience of Beijing,Shanghai,Nanjing and other regions.From the perspectives of improving the mechanism and system,enhancing the standardization level of social governance;optimizing the organizational structure,enhancing the professional level of social governance;gathering consensus on values,enhancing the level of social governance;relying on scientific and technological support to enhance the level of scientific governance of social governance,etc.And operational policy recommendations.It makes up for the formulation of policy recommendations that have been researched "widely but not precise",and belongs to policy innovation under comparative analysis.This article takes urban neighborhood offices as the starting point for the research,which is conducive to enriching the field of grassroots social governance research in national governance and the perspective of system construction,thereby broadening the research perspective of the modern top-level design of the national governance system and governance capabilities.The article uses the sub-district office in Zhongshan District of Dalian as a research base to analyze the effectiveness and problems of innovative grassroots social governance.Comparing the advanced experience of various urban streets in China,we have formed innovative ideas for social governance of urban neighborhood offices,which can effectively enrich the research theories of grassroots social governance.Based on the research of domestic and foreign documents,this article combines the advanced experience of typical domestic areas with the cutting-edge practice of Zhongshan District.It explored the status and role of sub-district offices in creating a social governance pattern of co-construction,co-governance and sharing.It is helpful to develop the co-construction,co-governance and shared social governance path of street offices from multiple angles and dimensions.
