Discussion On The Challenge And Innovation Path Of Grass-roots Governance In Guoxiang Street Office,Wuzhong District

From social management to social governance,it has gone through the process of leading from the government to pluralistic co governance,reflecting the process from centralization to decentralization,and given back right to the people.Report on the 19 th National Congress of the CPC pointed out that "to strengthen the leadership of the party for all the work".Social governance must first emphasize the leadership of the party,at the same time to strengthen the cooperative government led,public participation,social organization,leadership,government forces and the autonomous power must balance in some construction,cooperation,complementary advantages,to form a stable new pattern of social governance.This article is based on this goal,research on social governance mode,combined with the specific example of Guo Xiang Street Party Working Committee in Suzhou Wuzhong District,Jiangsu province,where the whole administrative division is divided into a plurality of grid of Grass-roots social governance,through the work of accumulation,questionnaires,individual interview s,literature search,etc.,the grassroots social governance "1C4C" mode,namely to pilot for Party building the core,through the sharing of construction,governance,social gov ernance,to create a "community".In this mode,put forward the "12345" framework for action,that is a goal of "creating social governance community",two kinds of thinking--"the rule of law thinking,thinking of the Internet",the three mechanisms--"platform construction and resources sharing,transaction governance,four power-" Party leadership,government responsibility,social coordination,public participation,the five major construction projects--"political construction,economic construction,cultural construction,social construction and ecological civilization construction,to explore an operable and effective way for the implementation of grassroots social governance.
