At the beginning of the 21 st century,my country’s total GDP continued to maintain double-digit growth,and emerging industries and traditional industries expanded on a large scale.However,after the global financial crisis in 2008,the imbalance of production and sales has become a prominent problem affecting the sustained and coordinated development of my country’s economy,which has aggravated it.The contradiction of the irrational industrial structure.Especially in recent years,under the influence of comprehensive factors at home and abroad,the scale of my country’s economic growth has been adjusted from high-speed development to medium-high speed.my country’s social and economic development is in a shifting period,accompanied by the relative adjustment of industrial structure,such as coal,steel,chemical industry,etc.Labor-intensive enterprises are facing rectification,transformation,and closure,and a large number of employees need to be resettled.While advancing the strategic adjustment of the economic structure,it is difficult to effectively protect the vital interests of employees,and it is easy to cause social conflicts.At the same time,with the continuous development of the Internet economy,the production and sales methods of enterprises have also been adjusted accordingly,the forms of social employment are also flexible and changeable,the employment relationship has become more complicated,and labor dispute-related cases have emerged one after another.General Secretary Xi Jinping has repeatedly emphasized that trade union organizations must strive to build harmonious labor relations,more effectively resolve labor disputes,maintain the stability of the workforce,and protect the vital interests of the working class and the broad masses of workers.In general,my country’s production methods and employment relationships are becoming increasingly complex,and this complex change has also brought new opportunities and challenges for trade unions to safeguard their rights.Beginning in 2015,the J Provincial Federation of Trade Unions established the "three divisions and one room" rights protection work platform for the first time in my country based on the concept of co-construction,co-governance and sharing.The work platform has been built in the form of purchasing services or providing public welfare services by governments and other institutions.The professional team has fully created a mass-oriented,legalized,market-oriented,high-quality,and specialized mechanism,and built a "three divisions + social organization" platform to provide services for workers,and realized the protection of workers’ rights from unipolar to multidimensional and traditional The transition from rigidity to flexibility in modern times has effectively guaranteed the legitimate rights and interests of workers,especially migrant workers.The Party Central Committee and the State Council have been working hard to build a diversified resolution mechanism for contradictions and disputes.In December 2015,the Central Office and the State Council issued the "Opinions on Improving the Diversified Resolution Mechanism for Contradictions and Disputes" and made specific plans;the Fourth Plenary Session of the 19 th Central Committee of the Party Through the “Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Upholding and Improving the Socialist System with Chinese Characteristics,Promoting the Modernization of the National Governance System and Governance Capability”,the important task of “adhering to and improving the social governance system of co-building,co-governance and sharing” was put forward,marking Our country’s social governance has entered a new stage.Based on full research and practice,this article aims to build a new social governance model for union rights protection based on the perspective of co-construction,co-governance and sharing;using public management,sociology,labor economics,system analysis theory and other fields of knowledge and For the relevant analysis tools,use the research method that combines theory and case analysis;discuss how the trade union represents and protects the most fundamental interests of employees.The fundamental task of the trade union is to perform its maintenance functions and serve the working people.The rights protection of the trade union is part of social governance.The trade union must actively perform its duties,take serving the workers and safeguarding the legitimate rights and interests of the workers as the primary task,and implement the protection of the vital interests of the workers The idea that as long as the legitimate rights and interests of employees are harmed,trade union organizations must stand up to protect their rights.The article is divided into 5 chapters in structure.It compares and analyzes the rights protection service model of the "Three Divisions and One Office" work platform of the Provincial Federation of Trade Unions,and conducts in-depth analysis and research on the status quo,existing problems and causes of the trade unions in safeguarding the rights and interests of employees.Comrade Xi Jinping made a series of important instructions and requirements for the labor union to do a good job in safeguarding rights.According to the report of the 19 th National Congress of the Communist Party of China,it emphasized the spirit of building a social governance pattern of co-construction,co-governance and sharing,from promoting the socialization and legalization of labor union rights protection capabilities.It puts forward specific countermeasures and suggestions in five aspects,namely,intelligentization,professionalization,and promotion of trade union rights protection innovation,to contribute to the protection of the vital interests of employees and the construction of harmonious labor relations.
