Since the beginning of the physical distribution of housing in China at the end of the last century,the welfare-oriented public housing distribution system for nearly half a century was officially abolished,at the same time,the new monetization housing distribution system and commercialized and socialized housing supply system are gradually formed.The following is the rapid development of the real estate market and the rapid increase of housing prices.To solve the problem of housing difficulties in urban areas,the state gradually build various types of welfare housing since the end of the last century.The initial low-rent housing and affordable housing mainly,but the former has many restrictions such as household registration,economic capacity and so on,during the two sessionsthe in 2009,our country proposed " market allocation + housing security" Double-track Supply System,and first proposed the concept of public rental housing(hereinafter referred to as " housing ").The public rental housing as a new category of affordable housing,for the help of a large amount of "sandwich layer"(free in the security policy and the market beyond the ability to purchase group)housing difficulties have an important role and the "Twelfth Five-Year Plan" is also the first proposed to form a supply of public rental housing-based housing security system for the low-income urban population.Based on this important policy direction of the country,this paper takes the pioneering Chongqing public rental community as the research object,through the empirical research to observe and analyze the characteristics and governance of this particular community,hoping to add a new theoretical perspective and practical dimension for Chinese community governance.In this paper,Chongqing K public rental community as the object to do a key analysis and from which to find other public rental community in the general relevance and quality.Through the questionnaire and the household survey,it is found that the basic characteristics of the public rental community are the complex structure of the community residents;many outsiders and their living background varies greatly;low overall quality and low living standard of community residents;serious separation of people and accounts;community service satisfaction is low.On the basis of this,this paper uses the multi-level fuzzy comprehensive evaluation method to evaluate the governance situation of the community,determine the evaluation factors and their weight factors,establish the weight set,establish the three level evaluation index system from three dimensions of government,community organization,residents.The comprehensive evaluation level and main weak points of the community are obtained through the evaluation matrix and the grade evaluation table,according to this kind of community governance’s weak point,given the improvement of government,community organizations and residents’ autonomy and participation,a number of suggestions and opinions,hoping to provide inspiration and reference to other types of public rental community governance.
