Countermeasure Research On Optimizing The Community Governance Function Of The Community Resident Committee Of Public Rental Housing

The community is the main place of daily life of urban residents,the basic unit and object of community governance and services,and also is the main position for residents to conduct self-governance and for social organization to participate in.With the large-scale advancement of public rental housing construction in Chongqing,a large number of residents in public rental housing communities have flowed in.The composition of residents is diversified,including diversified identities and occupation.In addition to material wealth,the goals pursued by community residents seek to gain the social reputation and improve the social status and the realization of non-material goals such as self-worth,and the problem of community governance in public rental housing is becoming increasingly prominent.In order to protect the housing needs of ordinary people,the report of the 19 th National Congress of the Communist Party of China proposed to speed up the establishment of a multi-subject supply,multi-channel guarantee and rental housing purchasing system,which should allow the young people struggling in big cities to live in and integrate into the big cities.At the fourth plenary session of the 19 th central committee of the communist party of China,it was pointed out that the people’s needs for the reform and development should be met at all levels and in a diversified manner,so that the fruits of the reform and development would benefit all the people in a more equitable way.The community residents’ committee as the main body of grass-roots autonomy should focus on meeting the diverse needs of residents,optimizing the community governance,and promote the harmoniously operating of the heterogeneous communities.Taking the community of the Yubei Konggang public rental housing in Yubei Chongqing as an example,this lecture explores the problems existing in the community governance work of the public rental housing community through these theories and field investigation.It is found that there are some problems,such as incomplete community infrastructure,weak sense of community residents’ ownership,low participation in community governance,insufficient specialization of community governance level,community workers’ insufficient recognition of community governance,and low satisfaction of residents.The main cause of these problems is the lack of strict assessment mechanism for community governance,the weak career aspirations of community workers,the narrow space for career development,the more diversified needs of service objects,the lack of methods to stimulate residents’ enthusiasm for participation in autonomy,the lack of endogenous motivation for community residents to participate in activities,and the limitation of community funds.It is suggested that the community residents’ committee should explore all kinds of resources,gather the residents and organize autonomy according to the different stages of the development of social autonomy consciousness.Optimizing community governance requires strengthening the infrastructure of community governance by consolidating hardware facilities,optimizing software platforms,strengthening career training for public rental housing community workers,changing control thinking,conducting flexible community governance measures,coordinating all parties and encouraging multiple bodies to participate in community governance.Meanwhile,foster community residents cohesion via establishing the negotiation platform,mobilizing residents involvement in community governance,creating public rental housing brand,excavating cultural connotation,so as to implement the self management upwards and to achieve a civilized,harmony and orderly grass-roots society.The research results of this thesis can broaden the thinking of community governance of public rental housing communities in China,and provide a valuable reference for the innovation of community governance in China.
