Research On The Implementation Of Rural Public Cultural Service Policy In S Town, Fuling District

With the development and progress of the times,people's spiritual and cultural needs have undergone important changes.Culture not only constructs people's beautiful spiritual home,but also reflects the soft power of the country.The public cultural service is an important support point to enhance the national cultural competitiveness,rural areas are an important part of the development process,more need to focus on promoting the development of rural public cultural services.However,there are still many deficiencies in the implementation of rural public cultural service policy,and the implementation effect needs to be further improved.In recent years,in order to better develop rural revitalization,care and attach importance to rural areas,and promote the development of rural public cultural services,many public cultural service policies have been issued accordingly,which not only improves the public cultural service system,but also clarifies the responsibilities of the policy executor,so as to greatly improve the efficiency of public cultural services.From the new rural construction to rural revitalization,rural public cultural services have made great progress under the guidance of policies,but there are some problems that need to be improved and improved in the implementation of policies,to further achieve the policy objectives,protect the basic cultural life rights and interests of rural residents,meet the cultural needs of rural residents,so as to promote the development of rural areas.This paper takes S town of Fuling District as the specific research object,adopts the methods of literature research,questionnaire survey and the combination of quantitative research and qualitative research to study the implementation of rural public cultural service policy.In the process of combing the relevant theories,based on the research results of many scholars,we think about the interview ideas,and then formulate the questionnaire.This paper focuses on the implementation of rural public cultural service policy in S town of Fuling District,finds out the problems in the process of policy implementation and the causes of the problems,analyzes the reasons,and finally puts forward corresponding countermeasures and suggestions for the implementation of rural public cultural service policy in S town of Fuling District.This paper consists of six parts.The first part is the introduction,which briefly describes the research background and significance,combs the relevant research status of rural public cultural policy implementation at home and abroad,sorts out the research content and methods,and puts forward the innovation of this paper.The second part is the core concept and theoretical basis.After explaining the concepts of "public service","public cultural service","rural public cultural service policy","policy implementation" and "equalization of basic public service",this paper expounds the three theories guiding this paper,namely "public goods theory","policy implementation theory" and "new public service theory".The third part is to study the current situation of rural public cultural service policy in S town of Fuling District.From the basic situation of rural public cultural service in S town of Fuling District,this paper combs the rural public cultural service policies,covering the relevant policies of the state,Chongqing and Fuling District,to analyzing the implementation of rural public cultural service policies in S town of Fuling District through field survey and questionnaire,and finally evaluating the implementation effect of the rural public cultural service policy of the town.The fourth part mainly analyzes the problems existing in the implementation of rural public cultural service policy in S town of Fuling District and the causes of the problems.The main problems are: the supervision of policy implementation is not in place,the policy implementation is not targeted,the policy implementation is biased,and the implementation subject is single;the main reasons are that the understanding of public cultural service policy is not in place,the government supply is out of touch with farmers' demand,farmers lack the expression mechanism of demand,and the supervision mechanism is not perfect.The fifth part,according to the actual situation,puts forward the countermeasures and suggestions to optimize the implementation of rural public cultural service policy of S town in Fuling District.First of all,we should attach great importance to the construction of rural public cultural service team,speed up the construction of rural public cultural service team,cultivate executive backbone team,and reasonably allocate public cultural service talents between urban and rural areas;secondly,promote the supply-demand relationship of rural public cultural service policy,improve the implementation system of rural public cultural service policy,establish the consultation mechanism of rural public cultural service,and Third,strengthen the enthusiasm of rural participation,strengthen the publicity channels of rural public cultural services,establish the mechanism of farmers' demand expression,and cultivate the enthusiasm of farmers' participation;finally,strengthen the evaluation and supervision of rural public cultural service policy implementation,mainly reflected in improving the policy implementation mechanism,optimizing the policy evaluation mechanism,and establishing and improving the policy supervision mechanism.The sixth part is the conclusion and prospect.Based on the summary of the previous research conclusions,this paper puts forward the future research prospects.
