Research On The Competency Of Urban Community Workers Under The Background Of Normalization Of Epidemic Prevention And Control

Since the beginning of 2020,the new crown epidemic has caused a huge impact on people's working life.General Secretary Xi Jinping,while going into the community and learning about the joint prevention and control of the epidemic at the grassroots level,pointed out that the community is both the first line of joint prevention and control of the epidemic and the most effective line of defense against external importation and internal spread.Community governance plays a crucial role in the prevention and control of the new crown pneumonia epidemic.As the main body of community epidemic prevention,urban community workers have undertaken important tasks such as controlling the flow of people,emergency handling,guiding public opinion,calming residents,coordinating resources,and promoting epidemic prevention and control,making significant contributions to effectively controlling the spread of the epidemic and easing social panic.The National Medium-and Long-term Talent Development Plan(2010-2020)issued by the Central Committee of the Communist Party of China and the State Council clearly states that community workers are an essential factor in promoting a harmonious socialist society.Nowadays,the development of community work is becoming more and more specialized,and the competency of urban community workers has raised higher requirements,especially in the face of the epidemic test,the level of competency of urban community workers directly affects the implementation and execution of epidemic prevention and control policies.Therefore,it is important to conduct a study on the competency of urban community workers for the development of community work,the normalization of epidemic prevention and control,and the subsequent development of urban community workers.This study aims to investigate the current situation and problems of urban community workers' competency in the normalization of epidemic prevention and control in Qingdao,further deduce the overall situation of urban community workers,and finally explore the path of their competency improvement.The article firstly adopts literature method and questionnaire survey method,draws on previous theoretical models to refine the competency indicators of urban community workers,and uses descriptive statistics,correlation analysis and principal component analysis to form a competency model of urban community workers consisting of 32 indicators in 4 latitudes.Secondly,questionnaire survey method and behavioral event interview method were used to understand the current situation of urban community workers' competency in Qingdao,and conduct a difference-in-difference analysis and status analysis of relevant factors.The results showed that in the process of normalization of epidemic prevention and control,urban community workers in Qingdao have problems such as low theoretical quality,insufficient professional level,insufficient degree of competency,and poor stress resistance.The main reasons for these problems are insufficient ideological awareness,imperfect training system,low social recognition of urban community workers,high work pressure,and inadequate related community work mechanism.Finally,this paper proposes several measures such as insisting on the leadership of party building,improving the training system,strengthening the publicity and cultivation of community workers' talents,improving the working mechanism,and enhancing the development space,in order to effectively promote the improvement of urban community workers' ability and quality.
