Mobile medical network platform is in the ascendant in China,and the maximum load of domestic medical system is much lower than that of developed countries.With the support of Internet,the limited medical resources can be used to reduce the cost of medical service,effectively carry out risk management and control,and promote the realization of inclusive medical care through the cooperation of medical institutions at different levels and regions.P company's network hospital is a representative mobile medical platform in the industry.P company's network medical project has the service content of physical hospital and the service carrier of virtual network.From the perspective of project format,P company's network hospital belongs to the mobile platform project,which is different from the physical project.The biggest difference between the two is that the former is marked by the simultaneous success of hardware and software,and the proportion of software is larger,while the latter is based on the acceptance standard of hardware.Therefore,many risk control indicators of the former are operation detection indicators,and the detection object is human operation level,while the latter is hardware detection object.Based on the research and study of mobile medical and risk research at home and abroad,this paper determines the risk-based process security theory as the basic theory,supplemented by the risk perception theory to carry out the risk control research of mobile platform.In this paper,the market feedback survey and Delphi method survey of P company's network hospital platform are carried out,and the existing mobile platform is studied,and the risk identification is carried out.There are mainly technical risks and operational risks in the network hospital of P company.The technical risks include software risks,identity risks and information security risks.The operational risks include human risks and business update iteration risks.The human risks include risk awareness and security based communication mechanism.Then,aiming at the above risks of P company's network hospital,this paper puts forward the risk management and control scheme,including technical scheme and operation risk control scheme,and puts forward four functional modules of process risk control:(1)process safety commitment of all staff,which points out that risk control is not only the work responsibility of risk control personnel,but also the code of conduct of all staff with special person in charge;(2)RBPS risk identification,which includes system software And hardware risk,normalized operation risk and technology upgrading development risk;(3)RBPS risk response,application of modern management and control operation process and risk control system,scientific processing of event data,avoiding human risk,and good crisis public relations;(4)RBPS iterative optimization,strict event summary and third-party evaluation after event processing,submission of rectification report,and continuous optimization of risk control scheme.Finally,the implementation effect of the risk control scheme is summarized.Through the implementation of the process risk control scheme,the safety commitment of all staff is implemented,the risk identification efficiency is improved,the risk emergency response ability is enhanced,and the business update or iterative risk control ability is guaranteed.The qualitative and quantitative analysis of the 100 days before and after the application of the process risk control scheme is carried out,which proves the application effect of the process risk control scheme ?It is novel to study the risk control of mobile platform with risk-based process security theory.At present,the research on risk control of mobile platform is still in the initial stage.With the deep integration of Internet and various industries and the increasingly improvement of professional database construction,the depth and breadth of risk control of mobile platform will be further improved.
