Community Family Physician Model Policy Synergy Research In China

Community family physician model is an important task to deepen the reform of medical and health system,to establish the basis of grading diagnosis and treatment,and to change the mode of medical service and to safeguard the people's health under the new situation.The study of the community family physician model has become a valuable research topic in front of scholars and government officials.Through combing policy as well as interviewing the community health service center,the author found that the community family physician model policy execution is not independent,fragmented,but need to family doctors and health care system and medical association and so on policy support,only when the community family physician model embedded in the whole system of medical and health service,to get its full development.From the perspective of policy synergy,this paper,on the macro level,defines the policy scope of community family physician model on the premise of determining the goal of the family doctor's signing service policy,and finds that the benign development of the family doctor signing service cannot be separated from the policy of medical insurance payment and the policy of basic medicine.To support and cooperate with the policy of personnel training and Medical Federation,and at the micro level,the importance of the policy coordination system to the signing of the family doctor is confirmed through the analysis of the operation situation of the signing service of the family doctors in Qingdao and Dezhou.The development of community family physician model cannot be separated from the perfect policy system.The implementation of the community family physician model policy needs the cooperation of social security,finance and other departments,and it needs the supervision of the evaluation mechanism of the policy implementation.On this basis,from the two aspects of policy framework and policy implementation,it puts forward feasible suggestions for collaborative operation of community family physician model community family physician model policy.
