Research On The Obstacle Factors And Development Countermeasures Of Health Service Using TCM Preventive Treatment In Grassroots Medical Institutions

Research objectives:This study is aimed at understanding the current situation of the TCM preventive health service in the grassroots medical institution,on the basis of the analysis of TCM preventive health service system and the research targeting on the medical staff and community residents of Hangzhou community health center.Another objective of this study is to explore the obstacles in the development of TCM preventive health management services in grassroots medical institutions,so as to provide grassroots medical institutions with better development countermeasures in the management of TCM preventive health service.Research contents:Firstly,via reflecting and exploring the policy documents and literature that relate to TCM preventive health service in the grassroots medical institution,this study managed to acquire the current research situation about the definition and pattern as well as the contents of the TCM preventive health service.Secondly,by interviewing the research subjects and making questionnaires based on the literature and interviewing research,we investigated the TCM preventive health management and service ability,service awareness and service delivery status of Hangzhou grassroots medical institutions,as well as the cognition,demand,utilization,satisfaction and willingness of TCM health services of Hangzhou grassroots medical institutions.Thirdly,on the basis of the current situation analysis,the study explored the obstacles to the development of TCM health management in grassroots medical institutions.In the end,according to the obstacles concerned,the countermeasures were given to improve the TCM preventive health management in the grassroots medical institutions.Research methods:This study adopted many research methods,such as literature review,expert consultation,interview and questionnaire survey and so on.Considering the support resources of the survey,Hangzhou area with relatively good development of TCMpreventive health services was selected as the sample area for this study.This survey adopted the method of random stratified sampling to select 6primary medical institutions in the main urban area of Hangzhou,and investigated the suppliers of 6 institutions and 120 medical personnel randomly selected from them.In addition,690 residents were randomly selected for the questionnaire survey.Research conclusion:In recent years,there have been some achievements in the development of TCM preventive health services in primary medical institutions,but the overall development level is still low.There are many obstacles in the development of the TCM preventive health service in the grassroots medical institutions,such as the lack of effective performance appraisal and incentive mechanism,the lack of mature and effective processes and technologies,incomplete support system,incomplete equipment and facilities,the lack of professional talents,underserved medical staffs,inhabitants' disbelief of the primary medial institution,the lack of inhabitants' recognition and awareness of the service and so on.Therefore,government should strengthen its responsibility to establish a long-term funding mechanism for the development of grassroots medical institutions and to actively explore and establish a health service model and service standards for the TCM preventative treatment of diseases in the future.Meantime,government should also improve the personnel management system in community-level medical institutions,and strengthen the team construction and training of professionals in the field of health services for people with underlying diseases.Secondly,primary medical institutions should effectively integrate and utilize various relevant resources and technical means.And they are also responsible for improving department setup and strengthening the publicity of TCM preventive health services as well as expanding TCM advantage projects in various fields.Thirdly,Medical workers are supposed to improve their ability and awareness of TCM preventative health services.As for the residents,they should also take the initiative to participate in health services.They are expected to establish a correct concept of health and to improve their health literacy as well as to actively cooperate with grassroots health services.
