Research On The Effect Evaluation Of The Implementation Of The Critical Illness Insurance System For Urban And Rural Residents In Linxian County

Urban and rural residents serious illness insurance system is an important part of basic medical security in China,which is an important system to benefit the people's livelihood.Scientific evaluation of the implementation effect of this system in poor areas can effectively promote the development of this system for urban and rural residents in poverty-stricken areas,and at the same time,it can promote the development of primary medical and health care in poverty-stricken areas.It has very important practical significance and academic value.On the basis of combing the theory and policy of serious illness insurance for urban and rural residents,this paper investigates and understands the operation of the serious illness insurance system for urban and rural residents in Linxian County in poverty-stricken areas,and selects the insured persons of serious illness insurance,the basic medical insurance department and the contractor of serious illness insurance as the main evaluation subjects.The evaluation indexes include the number of beneficiaries of serious illness insurance for urban and rural residents,the actual hospitalization compensation ratio for serious illness insurance for urban and rural residents,the poverty alleviation situation of serious illness insurance for urban and rural residents,the per capita out-of-pocket expenses of serious illness insurance for urban and rural residents,and the satisfaction of urban and rural residents with serious illness insurance.Objectively evaluating the effect of the implementation of this system for urban and rural residents,find out the problems,at the same time,sum up the experience,and discuss the concrete measures and practices for the further improvement of the serious illness insurance system for urban and rural residents in poor areas.Linxian urban and rural residents serious illness insurance system implementation effect: Linxian since 2015 began to implement urban and rural residents serious illness insurance system,2019 urban and rural residents serious illness insurance a total of 9066 beneficiaries,more than 4 times the 2015,but overall,the benefits rate needs to be further improved;urban and rural residents actual hospitalization compensation ratio continues to improve,2019 Linxian urban and rural residents actual hospitalization compensation ratio reached 68.In particular,the level of medical security for the poor has steadily improved;the poverty alleviation effect of urban and rural residents' serious illness insurance is obvious,effectively solving the problem of it;however,the results of the questionnaire survey on urban and rural residents' serious illness insurance propaganda,reimbursement scope,reimbursement ratio,agency service,operation time,information construction and overall satisfaction of urban and rural residents' serious illness insurance show that residents' satisfaction is low,especially the reimbursement scope,propaganda and reimbursement ratio of urban and rural residents' serious illness insurance.Major problems of serious disease insurance for urban and rural residents in Linxian country: Linxian urban and rural residents of serious illness insurance benefit rate is low;the government of urban and rural residents of serious illness insurance system propaganda is not enough;primary medical conditions are relatively poor;Urban and rural residents of serious illness insurance financing channels are single;urban and rural residents found excessive medical treatment,medical expenses and medical behavior control needs to be further strengthened.Suggestions: according to the local actual situation,we should choose various ways and channels to publicize the relevant contents of urban and rural residents' serious illness insurance,improve the policy cognition of urban and rural residents,further strengthen the construction of grass-roots medical insurance team and improve the primary medical environment,expand the financing channels and expand the scope of security,perfect the supervision and management mechanism,effectively link up with other medical security systems,establish multiple medical security systems,and solve the medical problems of urban and rural residents.
