The reform of medical system is a hot issue of general concern in the current society.The “Family doctor” Policy,as an important part of the new round of medical and health system reform,is being piloted and implemented all over the country.After the promulgation of the policy,more and more attention has been paid to the discussion among the researchers and people from all sectors of society.Based on the theories of policy evaluation and medical service utilization,the study comprehensively uses the methods of questionnaire survey,interview and statistical description to compare the policy formulation and implementation of the "Family Doctor" Policy in Shanghai and Zhe-jiang Province in China's Yangtze River Delta region,to investigate and measure the satisfaction of family doctors,community residents and other stakeholders related to the "Family Doctor" Policy,so as to form the evaluation results of the "Family Doctor" Policy,and to provide the suggestions for further policy improvement.This study investigates the implementation of the "Family Doctor" Policy in 7 community health service centers in Shanghai and Zhe-jiang Province.283 general practitioners and 126 community residents were selected as the research objects.It is found that Shanghai,as one of the earliest pilot areas of the "Family Doctor" Policy,has some advantages over Zhe-jiang Province including the popularity and promotion of the policy.Family doctors' overall satisfaction with management system,promotion and salary,working environment and development prospects,distribution system and professional reputation is basically maintained at about 60%.Among them,the satisfaction of management system is the lowest,and the satisfaction of professional reputation is relatively high.Improving doctor-patient relationship may become an important focus to improve the satisfaction of general practitioners.The overall awareness rate of the "Family Doctor" Policy among community residents is less than 65%.More than 25% of community residents are unwilling to pay a visit to community health service centers firstly when they meet health problems.Their overall satisfaction degree with the environment of health service centers,diagnosis and treatment,drugs,service and medical insurance is 3.72±1.06(total score is 5).Among them,the satisfaction with the variety of drugs and the proportion of medical insurance reimbursement show the lowest degree.The paper puts forward countermeasures and suggestions from the stakeholders such as community health service centers,family doctors and community residents.Firstly,for community health service centers,there is an urgent need to unify standards and strengthen experiential promotion.Secondly,for family doctors,improving doctor-patient relationship and providing voluntary service support is important to promote the “Family Doctor” Policy.Finally,for community residents,it needs to further increase the awareness of getting help from community health service centers firstly and to improve the effective use of services.The main innovation of this paper is to pay attention to the implementation of the "Family Doctor" Policy between Shanghai and Zhejiang Province and to obtain a lot of first-hand information in the process of field investigation.
