The Deepening Study Of The Reform Of The Collective Forest Tenure System In Youyang County

China has expansive territory with the majority is forest.The forest resource has pretty economic potential,however the forest resource is not used to the best advantage in some areas.To change the situation and solve the economic development of forest region,the forest rights reforms is being promoted as one of the most important component in rural reform of China.The forest rights reforms produce marked effects.Firstly,the afforestation area is ascending year by year.Secondly,the forest coverage is ceaselessly growing.Then,farmer has much income.Meanwhile,many problems begin to appear and stop the history wheels of the forest rights reforms,limit the economic development of forest region.It's necessary to study the current forest rights reforms.Youyang County of Chongqing is seated at the ecological reserve of southeast Chongqing.In the year of 2008,the forest rights reforms is being promoted in the whole scope of Youyang County.So the Youyang County is selected as study object of the forest rights reforms.Firstly,this paper carefully reviews related literature of the forest rights reforms.And the status quo is investigated.Youyang County is rich in forest resources,the local economic has great potential.The main body of forest right in this area has experienced two process.The first one is from the ‘private' to‘public',the next one is from the ‘public' to ‘private'.Preliminary results have been achieved in the reform of the owner of the collective forest tenure system,which focuses on clarifying property rights.Secondly,through the analysis of the working situation of the Forestry Bureau of Youyang County and other departments,this paper finds the problems and reasons during the forest rights reforms.There are many problems during the forest rights reforms,includes compensation funds,forest right mortgage,forest tight transfer,Security system and so on.Finally,some suggestions are put forward.To solve the problems existing in the reform of local forest rights,suggestions as follow:(1)increase compensation funds,(2)control quantity of tree cutting,(3)strengthen the supervision of operators,(4)The government should plays a bigger role,(5)promote the stable transfer of collective forest rights,(6)maintain ecological and environmental safety,(7)develop large-scale forestry operations and properly solve problems left over from history.
