Research On The Application Of PPP Mode In A Transfer Center Project In Guiyang

With the rapid development of my countrys economy and the flow and concentration of population to cities,traffic congestion in the center of the city has occurred.Because the overall level of comprehensive transportation services in my country at this stage is relatively low,as the necessary infrastructure for urban development,it is inconsistent with the current situation.The social and economic development requirements at this stage are still relatively backward.The way to improve transportation efficiency and service quality is to build and develop a modern urban comprehensive transportation hub.The construction of a comprehensive transportation hub is also an important part of the construction of public transportation infrastructure.The PPP model is a new financing channel applied in the field of public infrastructure construction,and a cooperation method for the government and social capital to achieve mutual benefit and win-win results.According to the current construction status of the urban transportation hub system in my country,in the construction of relatively backward transportation infrastructure,due to the huge investment in urban transportation hub construction,the construction period and the long investment recovery period,it is planned to study the PPP model in the construction of infrastructure projects,Relevant experience in the whole process of operation to build a modern urban transportation hub.Through the analysis and research of literature and cases,this paper demonstrates the results of the application of the PPP model in the construction of a central hub project in Guiyang,and uses the analytic hierarchy process to measure the financial risk indicators of the project.The application of the PPP model can play the following roles: First,it can improve the vitality of the capital market and increase the utilization rate of idle funds;second,it can gather more funds in infrastructure construction projects,and raise project funds for the project in a short time.Through case studies,it is found that the PPP model has deficiencies in government control and system support in the application process.The application of the PPP model in the project is mainly studied from the following aspects.In terms of government control: formulating corresponding policies and regulations,Strengthen the approval process for the PPP model by government regulatory agencies;planning and design: the city plans to establish a public transportation system to achieve zero bus transfer;construction mode: strictly control the connections and overall layout between the systems,and strictly control project investment The overall management of construction and construction;support system: strictly restrict the boundary range of the PPP model,standardize the operation process and improve the supervision mechanism,and finally strengthen the training of relevant professional and technical personnel.
