With the rapid development of our country,all walks of life have made great progress,and earth shaking changes have taken place in the economic,political,military and other fields.Electric energy plays an important role in the development of the country.Therefore,the country has increased the investment in electric energy,which not only makes the capacity and quantity of generating units larger,but also puts forward higher requirements for the generating units in operation and various construction projects.Due to the particularity of power generation enterprises,each construction project has the characteristics of tight construction period,high quality requirements and many high-risk points,which is easy to lead to the occurrence of safety accidents,which not only affects the construction progress and cost of the enterprise,but also affects the image of the enterprise,and the country also bears the corresponding losses.Although the state has issued a series of safety management and control measures for the power industry,and has carried out inspection,visit and rectification for the power companies from time to time,the power companies themselves are constantly taking safety protection measures,formulating safety related rules and regulations,and inviting external safety experts to assess the safety risks of the company,but safety accidents still occur from time to time.Some electric power enterprises,in order to control safety accidents,continue to increase the expenditure of safety production costs.Although the number of safety accidents has decreased,the cost has increased,the profit has decreased,and even some electric power enterprises have suffered losses.Some electric power enterprises blindly grasp the cost and catch up with the construction progress,resulting in frequent safety accidents.Some enterprises,in order to improve the quality of the project,invested a lot of time and financial resources,resulting in the increase of cost and slow down of progress.In order to fundamentally improve the management level of construction projects in power generation enterprises,put an end to the occurrence of safety accidents,reduce project costs,speed up project progress,improve project quality,etc.In this paper,through literature research,case study and comparative study,the four elements of safety,quality,cost and progress are deeply studied,and the close relationship between the four elements is found.Combined with the comparison with the traditional project management and control mode,the reason for the low level of project management and control is found,that is,the execution of one of the four elements is good or bad And the change of any element will make other elements change.Based on this,the joint management and control model of the project is established,that is,the sum of the execution results of the four elements of the project is multiplied by the change coefficient in each step,and the work situation of a certain step and a certain project can be known.In order to implement this model in the actual management and control of engineering project,this paper creates a joint management and control tool,divides the engineering project into several tasks,each task into several work steps,and then evaluates the four dimensions of safety,cost,quality and progress of each work step,combined with the joint management and control model,so as to achieve comprehensive and better management The management and control of the engineering project is improved,and the management level of the engineering project is improved.Finally,through the successful implementation of 2 * 135 MW unit demolition project in Jiangsu ZJ power generation company,the correctness,science,rationality and operability of the model and tools are verified,which provides guarantee for the realization of excellent engineering projects with zero accident,low cost,high quality and fast progress.
