With the rapid development of China's economic construction at this stage,energy and environmental issues and economic development imbalances have become increasingly prominent.Based on the concept of sustainable development,energy consumption and environmental factors have been incorporated into the existing national economic accounting system to establish a set of energy,environment and economic The comprehensive accounting framework is not only an extension and expansion of the existing accounting system,but also helps to correctly understand the relationship between economic development,and then provides policy guidance for my country's sustainable economic development and industrial structure adjustment strategies.In this paper,guided by the idea of green accounting,combined with the existing statistical data of our country,the input-output table of 144 sectors in 2017 is combined to compile the input-output table of 42 sectors,and then the social accounting matrix is constructed according to the input-output table of 42 sectors in2017.In order to investigate the impact of energy consumption and environmental pollution on the economic system,the commodity account and activity account of the basic SAM table have been expanded to introduce energy recovery accounts and pollution control virtual accounts,natural endowment accounts have been added to factor sectors,and 42 sectors of energy have been designed and compiledEnvironmental SAM table.Among them,the energy recovery account accounting objects select three non-renewable energy sources,coal,oil and natural gas,and the pollution control account accounting objects select three types of waste water,waste gas,and industrial solid waste.According to the data of the China Statistical Yearbook and the Environmental Statistical Yearbook,the energy recovery account,the environmental pollution control account value and the physical volume data are obtained,and then the input and added value of the intermediate departments are converted,and the departmental data of the two virtual accounts are supplemented.Due to the differences in data sources and statistical calibers,the RAS balance method is selected after comparing and calculating the mainstream four balance methods to realize the leveling processing of the macro energy-environment SAM and the departmental detailed energy-environment SAM data in the GAMS software to obtain the 2017 energy-environment Refine SAM.On the basis of the above data,combined with Multiplier Analysis and Structural Path Analysis models to carry out applied research on the 2017 Energy-Environment SAM to analyze the impact of exogenous shocks on various industrial sectors and transmission paths.The production activity accounts and commodity accounts of 42 sectors are further divided into 4 energy resources industry sectors(coal mining and dressing,oil and gas mining and dressing,metal mining and dressing,non-metallic mining and other mining and dressing industries)and 38 For a non-energy resource industry,the overall account multiplier matrix and the multiplier decomposition effect are calculated through Matlab software to analyze the impact of exogenous injection,and then find out the industrial sectors that are more dependent on energy resources in order to optimize the industrial structure Policies such as upgrades and energy consumption provide theoretical support.Since the multiplier analysis model can only reflect the size of the impact between accounts,it is not clear about the transmission mechanism and the path of action within each industry sector.Therefore,this article attempts to decompose the account multiplier matrix and select the exogenous impacts according to the decomposition ranking.At the time,the role account with greater internal influence is used for path analysis.Through the comparative analysis of the SAM multiplier and IO multiplier of 42 sectors,it is found that compared with high-tech industries such as communications equipment,computers and other electronic equipment,fluctuations in the energy resource industry have a relatively small impact on the economy.After decomposing the multiplier effect of the energy industry on other industrial sectors,it is found that its effect mostly comes from the net transfer effect within the industrial sector,while the impact on the institutional sector and the factor sector mostly comes from the net open-loop effect;it is found through the structured path analysis,The impact of coal mining and processing industry,oil and natural gas mining and processing industry on energy-dependent industries such as metal smelting and rolled products industry,the production and supply of electricity and heat,and some of the three industries represented by wholesale and retail,and the financial industry.The larger one is a "point-to-point" basic path.For the leasing and business service industries,the impact of the coal mining and dressing industry on its influence path is greater than the other routes,and the oil and natural gas mining and dressing industry has a large indirect transmission effect on its influence.Finally,this article puts forward the following recommendations based on the research results: pay attention to the stimulation of the oil and natural gas extraction industry on the growth of residents and enterprises;accelerate the development of the secondary and tertiary industries,and promote the upgrading of industrial structure;pay attention to the key in the transmission path of the three non-renewable energy industries.The development of node industries will extend the energy industry chain in multiple dimensions.Based on the current stage of my country's energy and environmental statistical data infrastructure and statistical system problems,further prospects for future research and development directions are described.
