Changzhou,as an important industrial city in the Yangtze River Delta,not only enjoys the economic achievements brought by the reform and opening up,but also suffers from the increasing pressure of water environment pollution and water ecological security risks.Water resource scheduling is one of the important measures of urban water environmental management,which can alleviate the pollution and damage caused by the water environment and water ecology in the process of urbanization.The"Chang Liu Huo Shui"project is developed from the original water resource scheduling project,and also has a new era connotation.The"Chang"includes water system communication,mud dredging,restoration and river channel connectivity;the"Liu"contains the improvement of the water body flow through the engineering schedule;the"Huo"contains the improvement of the activity of the water body ecosystem;and the"Shui"comprises a lifting water environment and a water landscape.For the"Chang Liu Huo Shui"project of Changzhou,this paper focuses on the research of the project scheduling.On the premise of ensuring the safety of urban flood control and water supply,the research and optimization of water resources regulation scheme is used to improve the water quality and water environment in the urban area The main contents and achievements of this paper are as follows:(1)This paper discusses the connotation of water resource dispatching,analyzes and summarizes the technology and method of water resource dispatching,studies the relevant mechanism of water resource dispatching,and completes the construction,calibration and verification of the mathematical model of water quantity and quality in Changzhou City.(2)This paper reviews the construction of water conservancy projects in Changzhou City.The water environment of the city and its surrounding areas is analyzed from three aspects:the overall evaluation of water quality in the water function area,the water quality in different water periods and the water quality status of the main river channels in the city.Finally,it summarizes the main problems of urban water environment in the emerging stage.(3)The objectives of water environment,water ecological benefits,social and economic benefits and demonstration benefits of the"Chang Liu Huo Shui"project are put forward.Based on the overall pattern of water diversion and drainage in Wu Cheng Xi Yu District,this paper puts forward the general idea of Changzhou City's"Chang Liu Huo Shui"project,which determines the project water diversion pattern with the Yangtze River as the water diversion source,Desheng River and Zhaogang River as the water diversion channel,with the scal of 50m~3/s.Besides,the"Chang Liu Huo Shui"project drainage pattern is also determined in the northern area and the main urban area of Xinbei district.(4)According to the layout and operation scheme of the specific live water project,the water quantity and quality mathematical model is used to study the overall operation scheme of water quantity and quality.First of all,the research focuses on the total water flow of water quantity:the analysis of the water distribution mode,the active water dispatching of the important node,the regional plan of the north-west and the new water diversion way,etc.are studied.Secondly,the water quality and the water quality of the exit section of the Grand Canal have been simulated and analyzed by using the reference scheme and the schedule of different water conservancy projects in five groups.(5)The normal dispatching operation plan of the"Chang Liu Huo Shui"Project in the Area I is formulated according to the current condition,the results of the dispatching test,and the organization form.The management principle and the engineering schedule management is also defined.Aiming at the shortcomings of the current scheduling practice,the information dispatching system of the Integrated and Controlled Scheduling Platform(ICSP)of the urban area is constructed,and the water environment quality of the river network can be further improved.
