This paper researches the optimization of water resource allocation and real-time scheduling of the region that the water transportation project from Dongping reservoir to Jinan serves, i.e. Jiping channel. The study is composed of three parts: Optimization model building, Database creation and Case study. This paper begins with the notion of the optimal allocation of water resources and the fundamental mathematical models. And then it states three kinds of optimization algorithms in details, i.e. stochastic goal programming, DDDP algorithm and stochastic dynamic programming. Additionally it discusses the key techniques of using these algorithms to build models and presents the flow charts. Furthermore, allocation models and real-time scheduling models are built by these optimization algorithms, and checked by several cases, respectively. Lastly, it states how to manage the model data using Oracle database system, and presents some techniques of common database operation.
