With the continuous promotion of the reform of the electric power industry,the market competition in the electric power industry has become more and more fierce.The electric power supply enterprises have to continue to supply power to the enterprises in arrears for the needs of market competition,which leads to the dilemma that the enterprises will lose customers if they fail to supply power and pay more electricity.In this case,the performance appraisal of the electricity collection department is increasingly important and pressure is increasing.Therefore,how to design the performance evaluation system which is in line with the characteristics of the electricity collection department and improve the performance of electricity collection is an important problem that power supply enterprises must solve.This paper is based on M power supply company's electricity collection department as the research object,trying to optimize and improve the performance evaluation system of electricity collection department with the help of Balanced Score Card(BSC)method.The logical thinking and main contents of this paper are as follows:(1)firstly,the main viewpoints of domestic and foreign scholars on enterprise performance appraisal and power enterprise performance appraisal are summarized by using literature research method.(2)On the basis of combing the enterprise performance appraisal system and the Balanced Scorecard theory,this paper focuses on the content design of the performance appraisal system of the electric power enterprise's electric charge collection department from the four dimensions of the balanced scorecard,namely,finance,customer,process,learning and growth.(3)From the four dimensions of the balanced scorecard,this paper analyzes the current situation,problems and reasons of the performance appraisal system of the electricity collection department of m power supply company.The main problems found in the survey are as follows:first,the financial dimension assessment pays too much attention to short-term economic benefits;second,the customer dimension assessment lacks attention;third,the internal process assessment is not strictly implemented;fourth,the learning and growth dimension assessment is too single.In-depth analysis of the reasons for these problems:first,the concept of performance appraisal lags behind and regards financial appraisal as short-term economic benefits;second,the design of index weight in the current performance appraisal dimension is unreasonable;third,the implementation and application of the current performance appraisal system are not systematic;fourth,the design of index content in the current performance appraisal dimension does not introduce the dynamic concept.(4)In view of the problems and causes found in the above analysis,this paper puts forward the optimization measures for the performance appraisal system of the electric charge collection department of m power supply company,including:first,in the aspect of financial dimension,we should increase the long-term financial interest maintenance index from the perspective of enterprise strategic development,change our ideas and adjust the index weight value of financial dimension reasonably;second,in the aspect of customer dimension On the one hand,we should strengthen the construction of service concept,improve the weight of customer satisfaction index,strengthen the communication with customers and introduce customers' views;on the other hand,we should design strict performance appraisal implementation and supervision system and strengthen the assessment of team cooperation content on the process dimension;on the other hand,we should strengthen the performance appraisal and knowledge sharing on the professional development level of employees on the learning and growth dimension Performance appraisal with self-improvement.(5)This paper summarizes the whole paper,and looks forward to the future development trend and possible research direction of the performance appraisal of the electric charge collection department of m power supply company.The innovation of this paper is:Based on the balanced scorecard method,this paper analyzes the performance appraisal system of the electric charge collection department of m power supply company and puts forward optimization suggestions,which can provide indirect reference for this enterprise and similar enterprises to explore the optimization of the performance appraisal system,so as to extend the research value of this paper from the single enterprise to the case enterprise.
