Research On Ecological Cooperation And Mechanism Construction In The South China Sea

In order to deal with the ecological problems of air-based source caused by climate change,the ecological problems of land-based source caused by human activities and the ecological problems of ocean-based source caused by geological conditions in the South China Sea,the coastal countries of the South China Sea and the international community have established a "international-regional-bilateral" multi-level cooperation mechanism.However,due to the typical fragmentation mechanism,the governance efficiency is not high.To improve the existing mechanism,we need not only to learn from the advantages of the Mediterranean ecological governance mechanism,but also to combine with the characteristics of the South China Sea ecological governance mechanism,play the "mechanism interaction effect" and establish the "mechanism complex".In recent years,the South China Sea issue has shown a tendency of "reverse spillover".The competition and lack of mutual trust in traditional security have spilled over to the non-traditional security field.The "coastal countries-non coastal ASEAN countries-extraterritorial powers" constitute the triple shackles of politicizing and complicating the ecological problems in the South China Sea.In addition,new ecological problems emerge in endlessly,and unexpected events are difficult to prevent.The sustainable development of the South China Sea and the effective cooperation of coastal countries need the coordinated development of ecological cooperation,economic cooperation,political cooperation and scientific and technological cooperation.Since the so-called "the South China Sea Arbitration",some foreign scholars have begun to annotate a new round of "China Threat Theory" on the ground that China's maritime activities have damaged the environment of the South China Sea.In fact,China has put a series of ecological governance practices in the South China Sea,and since the 19 th CPC National Congress,the ecological environment in the South China Sea has obviously improved.The "China's environmental threat theory",which is to politicize the ecological problems in the South China Sea,cannot be believed.
