Research On The Changes Of My Country's Environmental Policy Since The Reform And Opening Up

In the more than 40 years of reform and opening up,my country’s economic construction has achieved world-renowned achievements,but the damage to the environment is also very huge.In the process of gradual changes in the environmental situation,my country has adopted corresponding environmental conditions in different historical stages.Policies to protect the environment.With the development of the times,the strategic position of environmental policies is constantly improving.The changes in our country’s environmental policies have been continuously realized under the changes of environmental conditions and the background of the times,and are a process of continuous planning and adjustment by the party and the state based on our country’s actual conditions.Studying the great historical practice of my country’s environmental policies for more than 40 years has important practical significance for better guaranteeing the national ecological environment safety and demand,accelerating the transformation of economic development mode,and providing the basic needs of the public for the quality of the ecological environment.From the perspective of historical institutionalism,the article conducts a systematic theoretical analysis of the logic of my country’s environmental policy changes since the reform and opening up.First,on the basis of the definition of environmental policy and the existing research and analysis of academic circles,the historical evolution of my country’s environmental policy since the reform and opening up is divided into three stages: initiation,development and perfection,and comprehensive deepening.The policy background of each stage is,Policy content,policy subject and policy means.Secondly,it uses the structural analysis and historical analysis of historical institutionalism to explore the reasons for the changes in my country’s environmental policies and how to change them.Based on structural analysis,it analyzes the dynamic factors of China’s environmental policy changes.The reason for my country’s environmental policy changes is that it is jointly promoted by multiple dynamic mechanisms.The macro-institutional background,the interest preferences of actors,and the level of ideological concepts are unified in my country’s environmental policy.In the dynamic system of change.Based on historical analysis,that is,to analyze the key nodes and path dependence of China’s environmental policy changes,it is obtained that China’s environmental policy changes are a form of "break-equilibrium" change: the key node is the cause of the institutional break,and multiple dynamics are integrated at the key node.The policy trajectory has changed.Since the reform and opening up,there have been three key nodes in China’s environmental policy changes.One is the implementation of reform and opening up in 1978,the second is the proposal of sustainable development strategy in 1992,and the third is the concept of ecological civilization in 2007.Environment;The reason for the overall stability of policy changes is the existence of path dependence.Traditional economic development methods,the cost of policy changes,and the thinking inertia of existing ideas are the root causes of the locked-in state of environmental policies.Finally,by analyzing the logic of structural change and historical change of China’s environmental policy,the main characteristics and basic experience of my country’s environmental policy changes are summarized.
