Research On The Evaluation Of Ecological Service Value Of Land Consolidation

As an important activity to ensure national food and ecological security,land remediation has been carried out nationwide.In the early years,the goal of land remediation activities was mainly to increase the area of agricultural land and increase the output of agricultural products.However,with the further development of theoretical research and the clearer,land consolidation activities in the modern sense take adjusting the land ownership relationship,protecting the ecological environment,promoting social harmonious development into the purpose of the activities into consideration.The performance evaluation of land remediation projects can be used as an evaluation method to measure whether land remediation activities have achieved the purpose of activities.However,the current land remediation project performance evaluation still pay attention to farmland's appraisal,and the impact on ecological environment is rarely included in the evaluation system.Because it is difficult to accurately measure the change of ecological environment value in the project area after the implementation of land remediation project.At present,in the existing theoretical research,the evaluation of ecological benefits is mainly based on qualitative evaluation,and there is no unified quantitative evaluation standard.Exploration on land reclamation activities caused the ecological value of quantitative calculation can not only rich land reclamation project performance rating index,and more importantly,can cause the project planning,project implementation units and other stakeholders to the attention of the ecological value,help to the follow-up maintenance and monitoring of the effects of the project.Based on the index system of the national farmland quality evaluation standard,this paper adds the indexes of cultivated land ecological quality and cultivated land environmental quality evaluation,and constructs the farmland comprehensive quality evaluation model.And we use the Chinese land ecosystem service value calculation method,reference based on the questionnaire survey results of 200 national ecological scholars based as per unit area ecosystem service value of the scale,as the land reclamation project involving land ecosystem service value calculation model.The advantage of this calculation model is that it is easier to obtain the required data and parameters,and the calculation process is more straightforward and easy to operate.However,this value basis of ecosystem services has never been applied to the performance evaluation of land remediation projects before,because this theory is created based on the average level of the national ecosystem and cannot distinguish the value of the same type of ecosystem.That is to say,according to the calculation system,all farmland ecosystems in the country,regardless of their geographical location,regardless of the quality of farmland,will have the same value of ecosystem services as long as the area is the same.If introducing this theory into performance evaluation of land reclamation project,then the value changes are all caused by the area of each type of ecosystem change,the work effect of projects aiming at improving the quality of cultivated land cannot be reflected in the performance evaluation.Therefore,in order to make the calculation method of ecological service value more applicable to the performance evaluation of land remediation projects,it is necessary to further correct the differences in the value of each ecological service function in the scale of ecosystem service value basis per unit area.In this paper,the national cultivated land quality,cultivated land ecological quality,cultivated land environmental quality,precipitation and agricultural product production price index are taken as the correction factors to revise the basic equivalent of service value of cultivated land ecosystem,and obtain the ecological service value of cultivated land of different quality in the research area.In this paper,the land improvement project of D town in Jinshan district of Shanghai was taken as a case to make a practical application of the evaluation method of the comprehensive quality of cultivated land and ecological service value.By collecting project data and related natural economic data,and according to the improved evaluation method,it is calculated that the comprehensive quality of new cultivated land after the completion of the land consolidation project is slightly lower than that of the adjacent area.However,the comprehensive nature level,comprehensive utilization level and comprehensive economy level of quality cultivated land improved by 1.1,1 and 0.6,respectively,compared with that before the renovation,and the effect was relatively significant.In addition,this paper evaluated the value of ecological services of cultivated land ecosystem,and obtained that the value of ecological services of newly added cultivated land was 1,463,972.31 yuan,and the value of ecological services of quality cultivated land was 17,582,240.68 yuan.Furthermore,this paper also selected control plots for newly added farmland and quality construction farmland after the completion of land regulation,in order to evaluate the impact of land regulation activities on the service value of cultivated land ecosystem.Finally,in view of the application of the evaluation model of cultivated land comprehensive quality and cultivated land ecosystem service value,this paper puts forward several policy Suggestions,hoping to contribute to the enrichment of the land resources evaluation system.
