Land-use is the most closely to the link on man-nature relationship, and Land Use/Cover Change(LUCC) will inevitably cause the structure and function changes of natural ecosystems, which is the most important driver of ecosystem services changes. In this paper, Xixian New Area as the research object. The quantity and degree change of Land-use types were studied based on land-use planning data of Xixian New Area during 2010-2020. And on this basis Ecological Service Value change profit and loss was quantitatively analyzed according to local situation by reference to the equivalent value of the ecosystem service per unit area modified by Xie Gaodi, and the sensibility as well as relevance between land use types and Ecological Service Value change were studied by using sensitivity analysis method and GRAP. This study established evaluation index system to the importance of ecosystem services function based on the natural environmental distinction of research area, and the degree of ecosystem services function importance was evaluated by AHP and FCEM. The result indicates:(1) A remarkable change had taken place on Land-use structure during 2010-2020.Building Land, with the area had increased. Farmland, Garden Land, Forest Land, Grassland and Water Area had decreased. Farmland accounted for the largest area in Xixian New Area, 54.8% of the total area in 2010, reduced 13581.9 hectares in planning period. It reflects that the increase of population triggers the increase of Building Land, and occupation of Farmland Land is unavoidable, so Farmland protection is a difficult and enduring task.(2) Ecosystem services value(ESV) was suffering from a loss of 452.24 million Yuan due to LUCC in planning period, which reduced by 18.6 per cent, and ESV of Land-use types was in decline. The value of Farmland ecosystem services accounted for the largest proportion, 41.5per cent, of the total value, closely followed by Garden Land.(3) Sensitive index of aquatic ecosystem was the highest to the total value of ecosystem services, closely followed by Farmland and Garden Land, by using sensitivity analysis method. It was a high correlation between the value changes of Forest ecosystem service per unit area and the total value changes of ecosystem services based on GRAP, and correlation degree was for 0.8173, Farmland and Water Area second. The results showed clearly that aquatic ecosystem had the obvious magnification effect to the total value changes of ecosystem services. It is of great significance to suppress treatment of aquatic ecosystem, protection of Farmland, expansion of Forest Land for improving the total value of ecosystem services.(4) During actualizing land use planning of Xixian New Area, the total value of ecosystem services takes up 1.16%-2.35% of GDP goals, so the eco-service value loss is enormous. It is not advisable to have adjustment of land use structure for the purpose of economic growth purely at the perspective of sustainable development.(5) The degree of ecosystem services function importance was evaluated for land utility planning layout. The results indicated that the new city of Qinhan was play a larger role on conservation of biological diversity, soil conservation and water conservation ecosystem services function, and the new city of Fenxi was take second place on water conservation.
