General Secretary Xi Jinping has stressed “ State-owned enterprises are the material and political foundation of socialism with Chinese characteristics,as well as an important pillar for the CPC to govern and rejuvenate the country”.Middle Manager are the backbone of state-owned enterprises.Then how to strengthen the performance management of state-owned enterprise Middle Manager,stimulate the enthusiasm of cadres and officials to start their own businesses and take on the role of dedication,and provide strong talent support for the realization of strategic objectives and high-quality development of enterprises,it's the problem that YC Group and other state-owned enterprises must solve,and the core of this paper.Based on the basic theory of performance management system and the method of job analysis,this paper analyzes the present situation and problems of performance management system for Middle Manager of YC Group,and analyzes the causes of the problems,put forward the Middle Manager performance management system optimization program and safeguard measures.First,this paper summarizes the main business,organizational structure,performance management system of YC Group,and then uses the methods of questionnaire survey,investigation,literature research,etc.,to analyze the present situation,find out the problems and analyzes the reasons of the performance management system of the Middle Manager of YC group,Then use the theory of BSC and KPI to put forward the solution to the performance management system optimization,and further detail performance management system optimization strategythen combined with the actual.Finally,propose safeguard measures for the implementation of the optimization program.This paper puts forward the general idea,goal,principle and specificstrategy of optimization for the present situation of Middle Manager performance management,focusing on the strategic goal of YC Group development,in particular,the optimization of four sub-systems optimization that the Post Authority system,the performance appraisal index system,the performance appraisal implementation system,the performance appraisal results use system optimization,it has certain reference value for other state-owned enterprises.
