Research On Ecological Poverty Alleviation In Qinba Mountains From The Perspective Of Rural Revitalization Strategy

Since the 18th National Congress of the CPC,the CPC Central Committee leadership group,with General Secretary Xi Jinping as its core,has led the people of the whole country to blow the trumpet of resolutely winning the fight against poverty,entering a new era,facing new challenges,and the strategy of rural revitalization has emerged,putting forward new demands on the fight against poverty.Poverty alleviation work in the ecological field is of great significance in the whole fight against poverty,ecological livability is the key point of the overall requirements of the strategy of rural revitalization,and the importance of carrying out precision anti-poverty research in ecological field is self-evident.This study summarizes the current situation of theoretical and practical research on ecological precision poverty alleviation and rural revitalization at home and abroad,and analyzes the thoughts of ecological precision poverty alleviation at home and abroad,including the thought of ecological protection and development of Marx and Engels,the thought of ancient Chinese farming and development,and the ecological thought of the leaders of the Party's past generations before the founding of New China until the 18th National Congress.The ecological thoughtof of these predecessors provides theoretical reference for the current ecological precision to get rid of poverty.Since the 18th National Congress,General Secretary Xi Jinping has attached great importance to the work of ecological poverty alleviation,mentioned the concept of "green water and green mountain is Jinshan Silver Mountain" on many important occasions,adhered to green development and coordinated development,called for the establishment of ecological red line consciousness,the construction of socialist ecological civilization with the well-being of the people as the center,and raised ecological civilization to a new height.The strategy of rural revitalization has made new requirements of ecological livability in ecological aspects.Ecological precision work out of poverty is of great significance.This study takes Qinba Mountainous region as the research object,with the help of the county town Ping County,which has achieved remarkable results in poverty alleviation in shannan,in-depth analysis of the situation,practices and results,problems and reasons faced by Qinba Mountain in the ecological aspects of precision poverty alleviation work,and put forward more actionable countermeasures and suggestions according to the existing results.This study discusses the ecological precision of Qinba Mountain,analyzes its advantages and disadvantages,and expounds the practices and achievements in the areas of institutional guarantee,policy implementation,ecological industry,ecological migration,etc.,and finds that there are ecological anti-poverty facilities in Qinba Mountain,ecological poverty alleviation facilities are not perfect,ecological industry lacks power,The lack of mass initiative and the lack of technical factors in ecological poverty alleviation projects,through the analysis of the reasons,put forward the overall requirements of ecological livability under the guidance of the strategy of rural revitalization,with the concept of "green water and green mountains is Jinshan Yinshan" as the guide,through increased policy concessions and economic subsidies,according to local conditions to develop characteristic ecological industries,The establishment of ecological poverty-relief participation incentive mechanism and talent induction mechanism,strengthen supervision and assessment and other measures to solve the ecological precision in the process of poverty alleviation.Through the discussion and analysis,this study provides a certain theoretical support and practical reference for the precise poverty alleviation of ecological fields within the whole area of Qinba Mountain,and also provides a reference for the precise poverty alleviation in the ecological field in other parts of the country,especially in the ecological fragile areas,and helps to win the fight against poverty,A smooth transition to a new situation of rural development in rural revitalization.
