Research On The Linkage Mechanism Of Meteorological Disaster Emergency Response In Hebei Province

Aiming to appropriately handle the meteorological disasters and their secondary disasters,Hebei Province has been working for a long time to build and improve the meteorological disaster emergency management system to reduce all kinds of damage,but the current mode is unsatisfactory.The integration of the emergency resources from different departments are not well enough.As a result,the necessity to establish improve the meteorological disaster integrated emergency response mechanism.Established in the survey of major meteorological disasters in Hebei Province,this paper studies its whole process in terms of early prevention incident response,emergency treatment and post-recovery with the perspective of integrated emergency response mechanism theory and with both the concepts of meteorological disasters and emergency management.Using literature analysis,concept analysis,case analysis,and comparative analysis,this paper proposes to optimize the meteorological disaster integrated emergency response mechanism in Hebei Province by constructing an effective meteorological disaster management system and organizing the coordination of various groups in various fields.There are six chapters in this paper.The chapter 1 introduces the background and the purpose of the research,the literature review,and the content and methods of the research.The chapter 2 interprets the related concepts and theoretical foundation of the meteorological disaster integrated emergency response mechanism.of the meteorological disaster integrated emergency response mechanism.The chapter 3 analyzes the current situation of the meteorological disaster integrated emergency response mechanism in Hebei Province.The chapter 4 takes the rainstorm and flood event in Hebei Province on July 19,2016 as a case study to illustrate the process of integrated emergency response under the current mechanism,summarizes the problems of integrated emergency response mechanism exposed in the “7.19”events and analyzes their reasons.Chapter 5 gives some suggestions and countermeasures to optimize the integrated emergency response mechanism of meteorological disasters in the light of the actual situation in Hebei Province after learning the successful practices of developed countries and areas in this field.The conclusion part 6 summarizes the research achievements and the shortcomings,and gives the prospect and study plan.The significance of this paper is to provide ideas for optimizing the meteorological disaster integrated emergency response mechanism by theoretical analysis and research,and to provide reference and guidance for the emergency management solutions of future meteorological disasters.
