Problem Analysis And Countermeasure Research On The Efficiency Of Administrative Examination And Approval Of Construction Projects Of Natural Resources Department In Area A Under The Background Of Multi-plan Integration

Planning contradictions have always been a prominent problem affecting the efficiency of administrative approval in natural resources departments.In recent years,the concept of “multi-regularity” has taken root in the hearts of the people and has become a breakthrough in improving the efficiency of administrative examination and approval.Most of the reasons why the approval of many projects are at a standstill are related to planning contradictions or land-to-place policies,and solving planning contradictions has become a breakthrough in opening the door to administrative approval.Based on the changes in the actual contradictions of planning,this paper uses the literature research method,structural interview method,comparative analysis method and questionnaire method to formulate the technical route and study the impact of "multi-regularity" on the administrative approval efficiency of the construction project of the natural resources department of Area A.The article is divided into three main parts.The first part is: through literature research methods and practical contradictions,analysis of research significance,proposed research methods,technical routes,core concepts,etc.;the second part:using comparative analysis method,the administrative approval effectiveness of the natural resources department of Area A before and after the implementation of the concept of "multi-regular integration" is affected by Influence,two stages before and after the implementation of "multi-regularity"(all year 2019 and 2020)are selected as the research stage,from personality problems to common problems.Highlight the contradictions of individual cases and be affected by "multi-regular integration",so as to analyze the impact of "multi-regular integration" on the administrative approval efficiency of the construction project of the natural resources department of Area A in a,and combine the theory of "public tragedy" and the theory of government process reengineering in the analysis process;the third part: through structural interview method.Combined with the questionnaire survey method,the administrative examination and approval of the natural resources department of Area A is affected,and the existing problems and causes are refined and analyzed.Through the analysis and refining process of the problems in the early stage,combined with the actual situation of Area A,the countermeasures and suggestions for improving the work mode of "multi-examination and one" at the district level,the transformation and upgrading of administrative examination and approval from management to service,overall coordination of social multiple interests,and acceleration of the preparation of territorial spatial planning are put forward.Finally,it is concluded that the impact of the administrative examination and approval efficiency of the construction project of the natural resources department of Area A is very obvious before and after the planning and implementation.Although the administrative examination and approval process of the implementation of the multi-regular project is obvious,in the long run,the comprehensive implementation of the multi-conform and one assists the administrative examination and approval,with many benefits and the general trend.
