Climate aid is a new attempt by the international community to address climate change and solve climate challenges.By providing financial and technical assistance,countries and international organizations are helping specific countries and regions to actively implement new initiatives to address and adapt to climate change,which is of great significance to the Global Climate Governance process.The EU's climate aid practice began in the 1990 s,during a period of international turmoil and internal strategic adjustments,but the EU has always been committed to providing climate aid for reasons of security of existence,poverty eradication and the dissemination of European values.As one of the world's largest providers of public climate finance,the EU's climate aid consists of three features: increased climate finance,innovative technical assistance instruments and the establishment of climate aid projects.By combining climate aid with poverty reduction policies,innovative technical assistance tools and collaboration with local governments,the effectiveness of EU climate aid is ensured.However,there are also many internal conflicts within the EU,overstatement of aid funding and poor coordination between aid donors and recipients.The Global Climate Change Alliance's(GCCA+)eco-village project in Tanzania is a typical example of the EU's climate aid implementation.The EU insists that climate assistance focuses on poverty reduction and alleviation,takes into account the actual local situation,continuously innovates technical assistance tools,and works together with the local government to formulate climate policies that are beneficial to local development,which greatly improves the local capacity to cope with climate change.In the process of future climate aid,the EU should establish a strict monitoring and verification mechanism,and overcome the rigidity of aid measures by formulating a roadmap for climate planning,etc.The Tanzanian government should also efficiently manage domestic politics,formulate its own climate strategy,and strengthen communication between the two sides so that the Tanzania Eco-Village project can better serve the people for their benefit.
