Research On The Measurement And Promotion Strategy Of Leisure Agriculture Development Level In Jiangsu Province

With the promotion of rural revitalization and structural reform of the agricultural supply side,there are many improved and implemented policy measures such as poverty alleviation in rural areas,the transformation and upgrading of traditional industries,and primary,secondary and tertiary industry integration in rural areas.Leisure agriculture has gained widespread social concerns as an important measure to revitalize rural industries.Leisure agriculture is a new business format formed by industrial integration and development,and its development has important practical significance for promoting rural economic development,increasing farmers' employment income,improving rural ecological environment,inheriting and developing local culture.Based on a summary of relevant research and theories at home and abroad,this paper analyzes the development of leisure agriculture in Jiangsu Province,and attempts to construct a scientific measurement index system for the county units in Jiangsu Province from three dimensions,which are the industrial foundation,operation management,and functional effects.This index system contains three first-class indexes,eight second-class indexes and twenty third-class indexes.This paper uses Delphi method,AHP method,entropy method,TOPSIS method to quantitatively analyze the development level of leisure agriculture in 77 counties in Jiangsu Province in 2018,and uses GIS spatial analysis to visualize it in space,and then proposes targeted optimization and improvement strategies.The research conclusions of this paper are as follows:The development process of leisure agriculture in Jiangsu Province roughly includes the beginning stage,initial growth stage,standard promotion stage,and quality upgrade stage.From the perspective of the provincial scale,the spatial pattern of the development of leisure agriculture in Jiangsu Province has shown an agglomerated distribution tren,and it has evolved from a multi-core decentralized type to a polar-core agglomerated type.From the three regional scales,the development of leisure agriculture in southern Jiangsu has changed from a "multi-core point-like development" to a "regional continuous development centered on Nanjing";while the development of leisure agriculture in central and northern Jiangsu has shown "single-core" agglomeration development shifted to "multi-core" agglomeration development.From the index contribution rate,it can be seen that the contribution rate of industrial operation management to the development level of leisure agriculture is the largest,followed by the functional effect and the industrial foundation;market demand scale,tourist experience,policy support,multifunctional effects of leisure agriculture,industrial integration plays an important way to promote the development of leisure agriculture.From the perspective of spatial distribution,the counties with a low level of leisure agricultural industry development are scattered in southern Jiangsu and central Jiangsu,while the counties with middle and high levels are more concentrated.In the northern part of Jiangsu,the distribution of low-level counties is relatively concentrated,and parts of middle-high levels are relatively scattered.The operational management level generally shows a spatial distribution of "high in the south and low in the north ".All counties in southern Jiangsu belong to the middle-high level,and the distribution of low-level counties in northern Jiangsu is concentrated and extensive.The level of functional benefits generally shows a spatial distribution of "high in the north and the south,low in the middle".Most of the counties in southern Jiangsu and central Jiangsu belong to the middle and high level.The middle and high level counties in Xuzhou,Lianyungang,and Yancheng in northern Jiangsu are more concentrated,while most of the counties in northern Jiangsu belong to low-level areas.On the whole,the level of leisure agriculture development shows a spatial distribution of "high in the north and the south,low in the middle".Most of the regions with high levels of leisure agriculture development are located in areas with large market demand,high degree of industrial integration,good tourist experience,policy support and better function effects.From the perspective of industrial foundation,operation management,and functional effects,this paper proposes promotion strategies for the development of leisure agriculture,and proposes space optimization strategies for the unbalanced development of leisure agriculture space in final.It is the important way to attach importance to the input of industrial factors and expand the scale of the leisure agriculture market,take the needs of tourists as the leader in the development of innovative leisure agricultural products and industrial upgrading,deepen the integrated development of the leisure agriculture industry,and realize the multiple effects of economy,society,ecology,and culture.At the same time,promoting the development of leisure agriculture not only needs to implement the multi-center regional development strategy,excavate leisure agricultural resources with regional characteristics,focus on regional development of differences,but also need to integrate regional resource and gradually realize the integrated development of leisure agriculture.
