A Case Study On Employment Service Guarantee For Migrant Workers In Fushun County,Sichuan Province

The CPC Central Committee pointed out that all localities and departments have done a solid job in the "six stability" work,and comprehensively implemented the new practice,new actions and new results of the "six guarantees" task.Employment is the foundation of people’s livelihood.Stable employment will ensure people’s peace of mind.Only by doing so can people’s doubts be resolved and their hearts be warm.The report to the 19 th National Congress of the Communist Party of China proposed that we should encourage rural migrant workers to find jobs through multiple channels,take root in cities and enjoy better social security conditions,and safeguard the fundamental interests of the people.This paper takes migrant workers as the research object,takes employment service security as the research content,takes Fushun County of Sichuan Province as the research area.It draws lessons from public policy theory,new public service theory and other relevant theories,comprehensively adopts literature analysis method,case study method and other research methods to conduct in-depth research.It objectively describes the research value of strengthening employment service guarantee for migrant workers in Fushun County,Sichuan Province,investigates the main problems faced by county-level governments in the process of strengthening employment service guarantee for migrant workers,and scientifically analyze the typicality,specific practices and main experience of strengthening employment service guarantee for migrant workers in Fushun County,Sichuan Province.Acording to analysis and research,this paper finds that in terms of employment services for migrant workers at the county level: Firstly,supporting policies should be put in place in a timely manner,public opinion on employment services should be created,and policies on employment and skills training should be implemented in a timely and effective manner.Secondly,the construction of service platforms should be scientific and effective,and the construction of software and hardware as well as supporting services should be strengthened to tap the employment guarantee potential of migrant workers.Thirdly,the promotion of skills training should be realistic,do a good job in overall planning of training work,standardize the management system of training funds,and strengthen the specialization of skills training.
