| In recent years,from the central to the local level,the importance of strategic resources for talents has been strengthened,and the introduction of talents has become a powerful way for cities and towns to build a highland of talent resources.Chengdu City has also been adhering to the important talent concept put forward by the Party Central Committee,comprehensively implementing the talent priority development strategy,making significant breakthroughs in talent policy innovation,institutional mechanism change,and policy preference strength,etc.Chengdu City can be said to have taken a key step in this fierce competition for talent.At the same time,Chengdu is in the critical period of building Chengdu-Chongqing twin-city economic circle and national central city,the city development also needs a lot of talent support,intellectual support and expert guidance,and the demand for high-level talents is more and more urgent.With a full understanding of the fierce competition for talents and the importance of talent resources in today’s world,the author deeply recognizes the importance of talent introduction,especially the introduction of high-level talents.Taking the introduction of high-level talents in Chengdu as the research object,the author firstly understands the work related to the introduction of high-level talents in Chengdu,collects and organizes relevant talent policy texts,and summarizes the existing results of talent introduction;then uses public policy process theory,human capital theory,and incentive theory to combine the practice and theory of the introduction of high-level talents in Chengdu,and finds out the main problems of the current introduction of high-level talents in Chengdu.Then,we analyze the causes of the problems in the introduction of high-level talents in Chengdu from the aspects of talent introduction system design,talent introduction implementation,and talent introduction environment by interview and field research;and learn from the experience of Hangzhou and Singapore in the introduction of high-level talents.At the same time,we learn from the excellent experiences of Hangzhou and Singapore in the introduction of high-level talents;finally,we propose countermeasures to improve the introduction of high-level talents in Chengdu: strengthen the scientific and localization of the content of talent policy,enhance the effectiveness of talent attraction,establish a diversified and multi-channel talent attraction mode,and strengthen the service guarantee measures for the introduction of talents.From the perspective of the new stage of "upgrading" in Chengdu,there is still a long way to go in attracting talents in Chengdu and the whole western region,and there are still many shortcomings in the introduction of high-level talents.It is hoped that the research in this thesis can provide some ideas and directions for the introduction of high-level talents in Chengdu,and that Chengdu can actively implement the introduction of high-level talents under the guidance of scientific and reasonable talent planning and talent policy,and seek more and more suitable high-level talents to provide intellectual support for the economic and social development of Chengdu.It is also hoped that it can be a reference for other western cities in the introduction of high-level talents,and even play a role in the promotion. |
