| With the rapid development of higher vocational colleges,the traditional establishment approval management model cannot meet the growing needs of professional teachers,and problems such as insufficient establishment quantity and inflexible management methods have become increasingly prominent.Since 2011,the state has promoted the reform of public institutions and explored the management of institutional establishments.Shandong Province innovated the reform of personnel establishment in colleges and universities,put forward the system for controlling the total number of personnel,and gradually standardized the personnel management methods of colleges and universities.Since the end of 2016,Tai’an City has implemented the system for controlling the total number of personnel,which has played a role in breaking the constraints of traditional establishment,stimulating the vitality of colleges and universities,and building a more vigorous personnel management system,but it also faces many problems and challenges.Therefore,it is of great importance and necessity to carry out the research on the system for controlling the total number of personnel in colleges and universities.Based on the above background,this paper selects four public higher vocational colleges in Tai’an as the research objects,analyzes the management status of the total number of personnel control filing system through case study method,interview method,and literature analysis method,then applies human resource allocation theory,principal-agent theory,and administrative decentralization theory to clarifies the problems and causes of the the total number of personnel control filing system,and proposes an optimized path to solve the problem,providing theoretical support for the feasibility and sustainability of reform implementation.Since the implementation of the total number of personnel control filing system in higher vocational colleges,the problem of shortage of teachers has been effectively alleviated,the autonomy of personnel has been expanded,the channels for talent flow have been smoothed,the vitality of talents in colleges and universities has been stimulated,and the rational flow and optimal allocation of talents has been effectively promoted.However,the reform process of higher vocational colleges faces the problems of imperfect supporting measures and insufficient coordination,low policy recognition and recognition,more restrictions on the autonomy of employment,and insufficient effect of deepening the reform of the personnel system.The main reasons are that,the overall planning of top-level design is not strong,the policy propaganda channel is not smooth,the transformation of government education functions is slow and the internal management capacity needs to be improved.In order to solve the problems that have arisen,suggestions are put forward to optimize the management of the total number of personnel control filing system as follows: optimize the top-level design and further improve the reform supporting measures.Define the concept and personnel nature of the total number of personnel control filing system,improve the support of supporting policy coordination measures,establish a regular joint and research communication mechanism;unblocked policy propaganda channels,further improve policy knowledge.Increase the diversity of propaganda channel,guide the transformation of employment concept,and create a good atmosphere for reform;accelerate the transformation of government functions,and further implement the autonomy of colleges and universities to employ personnel.Strengthen the government’s macro-management function of education,grasp the power boundary between the government and colleges,promote post-event and post-event supervision after decentralization;improve internal management,and further enhance the comprehensive effect of reform.Forge a management team that adapts to the high-quality development of education,improve the supporting system for the total number of personnel to control the filing system,strengthen the construction of internal democratic participation and supervision system. |
