It has been a key to the further reform of the personnel distribution system in public vocational colleges as to how to realize the transfer from "staff owned by a unit" to "staff owned by society" and social management of talents in public vocational colleges, relieving pressure of split-flow of human resources since personnel administrative regulations reform in public vocational colleges. Therefore, it is imperative to reform personnel administrative regulations in colleges. When chosen the way of the reform, introducing staff personnel attorney system is a development trend which deserves reference and popularization. However, the natures between institution and enterprise are quite different. The issue of carrying out the personnel attorney system is worthy of attention, especially in full financial allocation institution. Taking a public vocational college — a full financial allocation institution as a studied object, the paper, firstly, expounds the necessity of this system theoretically. Secondly, it analyzes the problems in use when pursuing this system. Thirdly, it makes an in-depth analysis of the causes for the problems by employing Agency by Agreement Theory and Contract Theory. Finally, based on the author's rich working experience in personnel department of vocational college, the dissertation proposes some effective strategies to these issues and contradictions and also constructs a new general frame of personnel attorney model in vocational college. Meanwhile, drawing on the successful experience ofdomestic and foreign countries in this regard, the author considers foresightedly the development trend of the personnel attorney system in our vocational colleges.
