Study On The Causes And Countermeasures Of Population Loss In Heilongjiang Province

Population mobility is a common phenomenon in social development and has an important impact on regional socio-economic development.After the reform and opening up,the trend of population movement in Heilongjiang Province has changed from a net inflow of population to a net outflow of population,and the problem of population loss has become increasingly prominent.According to the data of the 7th National Census,the population loss in Heilongjiang Province is extremely serious（ranking first in the country）and has affected the socio-economic development of Heilongjiang Province.Therefore,it is important to study the population loss problem in Heilongjiang Province and make feasible suggestions.This paper uses data from the Seventh National Population Census and the National Mobility Monitoring Data of 2017,and analyzes the current situation of population loss in Heilongjiang Province,the personal characteristics and social characteristics of the outflow population through correlation analysis and regression analysis,and explores the impact of population loss on the socio-economic development of Heilongjiang Province.The results of the study show that the population of Heilongjiang province is in a net outflow situation,with more men than women in the outflow population,a larger proportion of first marriages,and a higher education level of junior high school or above;the reasons for the outflow are mainly business and family members moving with them;the work occupations are mainly service industry workers and businessmen,and the employment status is mostly employees;the average monthly income of individuals is mostly from 2000 to 5000 RMB,and more than half of the outflow population has the intention to More than half of the outflow population has the intention to stay in the inflow area in the future.Household registration type,marital status,education level,job occupation,reason for outflow,personal income,family income,and health insurance are the main influencing factors for population loss in Heilongjiang Province.There is a strong correlation between population loss and socio-economic development in Heilongjiang Province.Although the outflow of population has indirectly increased the level of urbanization in Heilongjiang Province,it has also resulted in slow socioeconomic development,serious brain drain of highly educated people and labor shortage in Heilongjiang Province.Based on the empirical findings,the factors influencing population loss in Heilongjiang Province are further organized,and the causes of population loss in Heilongjiang Province are mainly reflected in socio-economic,policy and cultural,and public service aspects.Based on the above three aspects,we propose rationalized suggestions for the management of Heilongjiang Province,and suggest that the current situation of population loss can be further alleviated by optimizing the industrial structure and improving the employment environment;focusing on the decentralization of government,scientific formulation of human resource management policies,and improving the social security system and ensuring the level of basic education.
