From the incident of "a 10-year-old boy in Zhongguancun No.2 Primary School being bullied" to the incident of "a seven-year-old girl in Yuzhou,Henan Province being stuck with pieces of paper in her eyes",school bullying incidents have occurred frequently in recent years,and the phenomenon of school bullying has gradually become a social issue of concern to people.Against the background of attention paid to bullying,clarifying the attribution of responsibility for school bullying has become a key step in governance and solving the problem.Clarifying who is responsible for the occurrence of bullying and who is the subject of governance responsibility can also help urge the responsible party to perform their duties and finally promote the solution of the problemFocusing on the phenomenon of school bullying,this paper analyzes the school bullying news reports published by Southern Metropolis Daily,Yangtze Evening News and Qilu Evening News from 2011 to 2020 by means of content analysis,text analysis and in-depth interview based on the framework of responsibility attribution.This paper mainly studies how Chinese Evening News and Metropolis Daily answer and report the question of "Who should be responsible for school bullying?",to observe the composition of the responsibility attribution framework of media reports and analyze the influencing factors of the framework construction.The results show that Chinese Evening News and Metropolis Daily tend to use the thematic framework when reporting school bullying,and there is a responsibility attribution framework biased to the social level in terms of cause responsibility and solution responsibility.In addition,at the social level,"school and teachers" is the most significant factor reported,while "bullies and their families",as the key subject of school bullying,is rarely mentioned.From the perspective of the change in the attribution framework of responsibility,the attribution of the causes of school bullying in Evening News and Metropolis Daily has the characteristics of diachronic reduction in the past six years,and tends to weaken the causes of school bullying.From the perspective of the influencing factors of the attribution frame construction,such attribution results may be related to macro political orientation,collectivism values,micro sources of information,narrative mode and other factors.
