In the late 1970 s,the pace of China’s reform and opening up brought about the phenomenon of "left-behind children".The endless growth of left-behind children has become a typical issue that has attracted everyone’s attention.It is an eternal topic in the "three rural" issues.If rural society is to transform,it must face the problem of left-behind children.The education problem of "left-behind children" has brought new challenges to rural infrastructure construction and has attracted attention from all walks of life.In the last century,the authorities have adopted a series of measures to protect the rural left-behind children,but the effect is not good.Although experts and scholars have gone through the problem-comparison-multi-dimensional observation of several changes and studies,they basically just stay in At the theoretical level,it is rarely used in practice.This paper collects data and information through questionnaires,visits,etc.,investigates the learning and living conditions of left-behind children in Kaihui Town,Changsha County,analyzes the specific conditions and causes of problems of left-behind children in the town,and understands the form of the creation of a community learning community for left-behind children.Trying to analyze the implementation effect of the community learning community plan formulated by the Kaihui Town government,find the problems in the implementation of the community learning community and try to provide solutions,in order to obtain a better experience in the public management of left-behind children to cause everyone to think.For the reference of those in need.This paper studies the current status of morality,learning,and life of left-behind children in Kaihui Town.Through analysis of the collected research data,it is found that in the family,parents have no time to take care of their children and the limited educational concept of intergenerational guardianship has an impact on left-behind children.In terms of schools,there are three factors affecting the development of rural education teachers lagging behind,mental health education,gratitude education and safety education have not been concerned,and there are two influencing factors at the social level: incomplete guardianship system and weak public awareness of social responsibility.The study summarizes the purpose,members,methods,division of responsibilities,site work and rest,management methods,evaluation system,etc.of the rural left-behind children community learning community in Kaihui Town.,Activity time,activity content,activity venue,and charging situation were compared.The study found that the creation of a community learning community for left-behind children can simulate realistic learning situations,provide team learning support,set a learning example for left-behind children,and increase their participation.This way of respecting individuals can improve children’s learning efficiency.Of course,there are also many problems that need to be resolved in the management process,such as the need to optimize the education mechanism of left-behind children,pay attention to their comprehensive growth,build a multi-cooperation mechanism between the government and social organizations,and families,and promote the construction of the education team for left-behind children.
