Research On The Corruption Characteristics And Countermeasures Of College Infrastructure Projects

With the increasing investment in universities,more and more colleges and universities have begun to expand the scale of running schools,investing in the construction of basic supporting facilities such as student school buildings,canteens,teaching buildings,laboratories,and libraries.However,corruption scandals frequently broke out because of the good things that benefited the country and the people.College officials were not a minority because of corruption in college infrastructure projects.The pure "ivory tower" of the past has become shaky.After the18 th National Congress of the Communist Party of China,my country’s anti-corruption work is in the ascendant,and a series of effective anti-corruption measures have been implemented,adhering to the principle of zero tolerance,full coverage,and no restricted areas.On the one hand,the resolute anti-corruption behavior has uncovered a large number of corrupt elements hidden in colleges and universities.On the other hand,we should also be alert to the fact that the field of infrastructure engineering in colleges and universities has already become the worst-hit area of corruption! In 2015,Beijing University of Aeronautics and Astronautics listed as many as 58 corruption risk points in the field of university infrastructure in its "Research on the Integrity Risk Prevention and Control Mechanism in the Field of University Infrastructure Construction".The incubation time is so long that it has caused serious economic losses to the country and also produced extremely bad social negative effects.This article focuses on the corruption of infrastructure projects in colleges and universities.First,through combing the domestic and foreign literature on infrastructure corruption in colleges and universities,looking for the research perspective of this article on the basis of summing up the existing research results.Then it introduces the related concepts and main management modes of university infrastructure,and uses principal-agent theory,rent-seeking theory,expected utility theory and fraud risk factor theory to analyze the formation mechanism of university infrastructure corruption.Then,using statistical analysis method,this article first summarizes the characteristics of the overall status quo of corruption in infrastructure construction in colleges and universities,and then uses the links as the basis for classification.Based on the specific manifestations of corruption in each link,it abstracts and summarizes the characteristics of typical corruption behaviors,and analyzes the corruption in college infrastructure.Can pass the reason of the above form.Finally,based on the previous analysis of the causes of corruption in colleges and universities and the summary statistics of behavioral characteristics,this article has targeted such as using blockchain technology to facilitate efficient governance of corruption in the field of infrastructure contracts,building a college big data electronic bidding platform,and BIM to promote colleges and universities The exploration of technological anti-corruption pathways such as transparent management of infrastructure is to achieve precise anti-corruption at the source,and based on the limitations of existing technical means to control certain corruption behaviors,this article also proposes corresponding protection suggestions for the anti-corruption pathway of institutional mechanisms.This paper studies the methods of prevention and control of corruption in my country’s colleges and universities from the perspective of technology and system,and puts forward practical exploration of the application of technology to control corruption in my country’s colleges and universities,hoping to make a small contribution to the research of corruption in this field.
