University has been a place to educate the future pillars of our nation, which is also regarded as the conscience of our society. However, in recent years, some cases of corruption in universities have brought about disappointment to people. The moral failures in some universities have severely influenced the healthy development of higher education. Therefore, it is strategic and emergent to carry out effective prevention of corruption in universities.Ethical climate is a common view of what is considered as moral behavior and how to handle moral issues among an organization. The construction of noble ethical climate in universities can help address both the symptoms and root causes in the effective prevention of corruption in universities.Currently, the importance of building ethical climate in universities has not been fully recognized. Moreover, the open and honest management education lacks pertinence, and the university clean management system lacks systematicness. In order to solve these problems, this paper has put forward the following thoughts. First, it is necessary to carry out character education, which means people will be unwilling to commit corruption in such a noble ethical climate. Second, it is compulsory to improve the ethical climate supervision system, which means people are unable to commit corruption under the moral supervision system. Third, we should increase the moral cost of corruption and create an atmosphere of hatred towards corruption, which means people will be afraid to commit corruption.
