The low birth rate has become one of the basic national conditions of the Chinese population.The implementation of the “comprehensive two-child” birth policy marks the country’s response to the huge hidden dangers brought about by the population problem,but the policy effect is not obvious.Scholars We have also put forward relevant suggestions on how to deal with the status quo of low fertility,but have not yet formed a unified opinion,and the country has not issued a policy system to encourage birth.On this basis,this study selects South Korea,which has a close geographical location,has the same culture,and has implemented family planning in history.Based on the theory of incentive integration,content analysis and comparative analysis are used to carry out its fertility support policies.Sort out and analyze,and summarize the content of its policies,the reasons for changes and failures.The study found that South Korea has experienced three policy changes since 2005.The policy of three changes has both continuity and new content.The continuity is reflected in the multi-party cooperation led by the government in the three basic low-birth plans.The new content is reflected in: the first and second basic plans mainly lay the foundation for fertility;the first is mainly for low-income families,and the second is for low-income families.It gradually expanded to middle-class families dominated by dualincome families;the third plan was to expand from the family level to the social level reforms to cope with the low fertility rate.On this basis,it is concluded that the Korean childbirth support policy has the following main contents: supporting legal systems;multiple incentive policies;paying attention to the mother and child’s core birth and health environment;and attaching importance to reshaping the traditional family concept.Based on research findings and literature review,this study believes that although South Korea has introduced a series of fertility support policies,they have not achieved the expected results.The main reasons are: 1.Ignore the objective laws of population development;2.Traditional culture Persistence of the impact;3.The reproductive support policy does not match the needs of the people(the policy is insufficient;the needs of the people are inadequately matched with the policy supply;policy fragmentation).Combining my country’s national conditions and the enlightenment of the failure of the Korean fertility policy,five suggestions are provided for my country’s construction of a fertility support system: fertility policy is based on demographic characteristics and changes in response to the situation;integration of fertility support policies to increase support;policy formulation is people-oriented to meet the needs of the people;improve people’s livelihood Well-being is positioned to improve public services;publicity and advocacy are strengthened to create a good reproductive environment.
