Early reform and opening up,the shortage of resources in China,will be limited resources to better regional economic foundation,and through these areas leading economic driving the development of other regional economic was relevant to China’s actual choice,so the eastern region take the lead in development,but the regional difference of economic development has brought a mismatch of human resources.The eastern region has a high level of economic development,which requires a high allocation of resources,including human resources.However,the existing labor force in the eastern region cannot meet all the demands,which leads to the insufficient allocation of human resources in the eastern region.The low level of economic development in the central and western regions leads to low requirements for the allocation of human resources,and a large amount of labor supply leads to excessive allocation of human resources in the central and western regions.In order to coordinate the overall and balanced development of economy and reduce the differences between regions,it is necessary to allocate resources reasonably,so it is urgent to solve the problem of misallocation of human resources.Under closed economic conditions,the misallocation of human resources can be improved by reducing government intervention and improving transportation infrastructure.In the open environment,the misallocation of human resources can be improved by carrying out foreign contracting projects reasonably.Therefore,it is of great theoretical and practical significance to discuss the relationship and mechanism between foreign contracting project and human resource mismatch.This study firstly summarizes the results of domestic and foreign scholars and relevant theories.Existing studies on human resource mismatch pay more attention to domestic factors,while international factors focus on the impact of international trade and foreign direct investment.This study deeply explores the impact of foreign contracted projects on human resource mismatch: Foreign contracting projects are not only conducive to the employment of overseas labor force,the promotion of export trade,and the improvement of excessive allocation of human resources.Realize the transfer of domestic excess capacity and improve the insufficient allocation of human resources;It can also promote market competition and improve the efficiency of human resources allocation.On the basis of theoretical analysis,this study measures the human resource mismatch index of 29 provinces(municipalities directly under the central government and autonomous regions)in China from2003 to 2018,and constructs a static panel model to empirical test the impact of foreign contracted projects on human resource mismatch.The results show that the mismatch of human resources exists in the eastern and central regions of China,and the mismatch is more serious in the eastern regions than in the central and western regions of China.Most of the human resources in the eastern region are insufficient,and most of the human resources in the central and western regions are excessive.Foreign contracting projects can effectively improve the misallocation of human resources.The results remained robust after exchanging for different measures of human resource mismatch.Further research shows that the influence of foreign contract projects on the mismatch of human resources in the eastern and western regions is significant,and the influence on the mismatch of human resources in the regions with high and low overcapacity is significant.Therefore,the government,industry organizations and enterprises should attach importance to foreign contracting projects.The government and industry organizations should provide a good environment for enterprises,and the enterprises should actively participate in it,so as to improve the misallocation of human resources.
