Since entering the new century, the population of our country become "lower fertility, higher flow and old". The high frequency of the population migration had a significant impact on the configuration of education and other public resources. Compulsory education is especially important in our country, which can enhance the national quality. In view of the school facilities and other compulsory education resources is not liquidity, the research on the allocation of compulsory education resources under the background of rapid urbanization is important to promote the balanced development of compulsory education in our country.This study three aspect including educational funds, teachers and school conditions. Through exploratory factor analysis to determine the main index:average education expenditure, teacher-student ratio, the ratio of full-time teachers with undergraduate and above, the proportion of full-time teachers with senior title and average school area, the number of book, the value of teaching instrument and equipment. China’s 31 provinces as the research object, applied latent variable model to calculate the index of resources development of compulsory education. This study explore the compulsory education resources allocation of regional differences and differences between urban and rural areas, as well as the cause of these differences in population and economic factors.The main conclusions are as follows:(1) There are great differences in the allocation of educational resources in primary and secondary schools in China. The allocation of junior high school education resources is higher than that of primary schools. There are large regional differences and differences in urban and rural areas in the allocation of educational resources in primary schools. There is a great regional difference in the allocation of educational resources in junior middle school, but the difference between urban and rural areas is decreasing year by year.(2) The results of the comparative analysis of the three regions showed that the allocation of compulsory education resources showed a significant "central collapse" phenomenon.(3)It was found that the main factors influence the allocation of the education resources regional differences including differences in economic development, such as per capita GDP, the proportion of financial expenditure to GDP, Medical social security expenditure and expenditure for capital construction of public service resources, Population dependency ratio and population migration impact on the number of school-age population.The contribution of this paper is that through the construction of China’s compulsory education development index model, we explore the regional differences and found the compulsory education resources in the "central collapse" phenomenon. |
