| In the mid-1990 s,Chinese-Foreign cooperation in running schools began to develop.With its high-speed development,the education mode and form tends to be diversified,while the team in higher vocational education also grows.By 2020,there are 898 vocational education cooperative schools and projects approved by local education administrative departments,including 37 institutions and861 projects.Chinese-Foreign cooperation in higher vocational education appeared late and develop slowly in Chongqing which is still in the initial stage of scale expansion.As the significant means in the internationalization of higher vocational education,it has brought various positive effects on the development of higher vocational education in Chongqing.However,it also experienced lots of difficulties and obstacles,while there are many problems remaining to be solvedin the process of policy implementation,.Therefore,it is necessary to sort out the relevant policies and theories of Chinese-Foreign cooperation in higher vocational education,analyze the present situation of the implementation of its policy in Chongqing,as well as exploring the existing problems and causes of the problems,and forming various effective mechanisms.It has great theoretical and practical significance in promoting the sound development of Chinese-Foreign cooperation in higher vocational education in our city.In order to better research the above problems,the literature research method,questionnaire survey and interview have been adopted to study and summarize the evolution process and system of the policy of Chinese-Foreign cooperation in running schools of higher vocational education of China and Chongqing.On this basis,this paper carries out analysis on the current situation of implementation mechanism of the policy of Chinese-Foreign cooperation in running schools of higher vocational education in Chongqing from various aspects,and finds out problems existing in the implementation process of cooperative education policy,such as the scale of development does not match the social environment,the lack of planning for the types of Colleges,failure to improve the enthusiasm of running schools,the lack of information exchange platforms,and the low quality of students.From the new perspective of enrollment plan and admission condition,combined with the actual situation of Chongqing,this paper conducts profound analysis on the causes of the above problems.The main reasons include that policy formulation lags behind social requirements,the policy target positioning isn’t accurate,the information communication mechanism of policy implementation isn’t sound,the policy support isn’t strong,and the policy incentive mechanism isn’t perfect.Finally,the author put forward suggestions from four aspects to optimize the policy of Chinese-Foreign cooperation in higher vocational education in Chongqing: first of all,clarify the policy target positioning;secondly,reasonably plan the policy implementation scheme;thirdly,promote the policy support;fourthly,strengthen the policy guarantee system. |
