| With introducing the Targeted Poverty Alleviation strategy and further deepening of poverty alleviation,the Central Committee and the State Council have paid close attention to the issue of whether the poverty-stricken areas and the special groups among the impoverished have been successfully lifted out of poverty as expected.In order to build an all-round moderately prosperous society,poverty alleviation through employment plays an indispensable role in the poverty alleviation,and it has become an important part for the Targeted Poverty Alleviation strategy.To raise the employment level of the rural poverty-stricken areas,insure stable increase of income and meet the goal of poverty alleviation.It has been one of the main tasks and top priorities for governments at all levels,to promote the Targeted Poverty Alleviation by improving employment opportunities.To insure the earnings stability of the population below the poverty line and to achieve a genuine sense of poverty alleviation.Due to the employment is the foundation of people’s livelihood,it is the true path to improve employment opportunities stably and effectively.This paper based on analysis of the poverty alleviation through employment in Shiyan City,Hubei Province.It is an overview of the initiatives and achievements in practice from the perspective of the Targeted Poverty Alleviation,by studying national,provincial and municipal policies about poverty alleviation through employment,taking part in field research,and comprehensively analyze relevant data and materials.Combined with the practice,the paper systematically analyzes the problems in the process of poverty alleviation through employment,such as the lack of labor force below the poverty line,the mismatch between the workforce and jobs,the policy has not been fully implemented in practice,the difficulty of the funds meeting the needs,the department linkage has not formed to a resultant cooperation.In the light of the difficulties identified,the paper puts forward countermeasures and concrete proposals to promote the work of poverty alleviation through employment in Shiyan City: to enhance the publicity and guidance for poverty alleviation and stimulate the self-employment impetus of labor force below the poverty line;to launch professional skills training programmes to enhance the employability and entrepreneurship of labor force below the poverty line;to improve employment support policies and actively promote employment through entrepreneur;to increase capital investment to ease the shortage of basic-level employment funds;to elevate the cooperation between departments and jointly promote poverty alleviation through employment. |
